Discussion of an ®rdinance Relating to Social Plosting <br />Councilmember Pust provided background information on a proposed ordinance <br />that would allow law enforcement to impose criminal responsibility by charging <br />an individual hosting an underage drinking party; with the intent to serve as a de- <br />terrent effect and reduce the number of such parties, hopefully reducing the num- <br />bers of teens and young adults choosing to use alcohol. Councilmember Pust <br />noted that this was simply to serve as an introduction of a draft ordinance for <br />Council consideration; with specific ordinance language developed for future ac- <br />tion. <br />Michelle Edwards, a Counselor with School District 623 at the Roseville Area <br />High School, and a former Chemical Health Coordinator, provided a presentation <br />on drug and alcohol issues of students, and comparisons between a 2001 and 2004 <br />Student Survey, of 6`h, 9th and 12th graders. Ms. Edwards noted that the 2007 Stu- <br />dent Survey had just become available, and would provide additional statistics <br />and comparisons from the previous two studies. <br />Ms. Edwards' presentation provided male and female demographics; <br />race/ethnicity; selected benchmarks (i.e., substance use, signs of distress, school <br />climate, substance abuse among family members, binge drinking, and other risk <br />behaviors) and their relationship in chemical abuse issues; and comparisons with <br />regional school districts and state-wide figures. <br />City of Roseville Police Chief Carol Sletner was also present, and provided her <br />perspective, and advantages in such an ordinance; providing specifics of past in- <br />cidents where the City's Police Department was limited under current law, and <br />inability to enforce, if everyone present denies that adults furnished alcohol. <br />Chief Sletner opined that other communities would be adopting similar ordi- <br />nances throughout the state, noting several conununities that had adopted such an <br />ordinance, and that this would serve as another tool for the Department's use in <br />reducing underage alcohol consumption. <br />Councilmember Pust noted that several model ordinances were included as infor- <br />mation in the Council packet. <br />
