PROJECT FILE 0004
Continuation of the Roseville Comprehensive Plan Update Process
Chair Bakeman opened the Public Hearing for Project File 0004.
Ms. Radel provided an update, noting that the contract with the Consultant had been
signed; and a kick off meeting for the Advisory Steering Committee was scheduled for
Wednesday, October 10, 2007 at 6:00 pm. at the City Hall campus, and encouraged
the public to attend. Ms. Radel anticipated that the kick off meeting would involve
introductory organizational and process information, scheduling meeting dates and
times, scheduling a tour of Roseville, and meeting department heads, as data
collection was initiated.
Ms. Radel further noted that the annual Public Open House would be held at City Hall
on Saturday, October 13, 2007 from 10:00 a.m. - 2:00 p.m.; at which time information
would be available on the Comprehensive Plan Update process; and for the public to
review the existing comprehensive plan.
Chair Bakeman echoed Ms. Radel's invitation to the public to provide their ideas and
comments during the beginning of the planning process.
Ms. Radel advised that staff and the consultant team were working on a video for
cable access availability to be shown periodically providing a basic introduction of
chapters and general content of the Comprehensive Plan; as well as Internet
streaming to provide interactive comment forms and other media for additional public
communication and information purposes.
Discussion included whether the City Council had determined which sections would
undergo minor technical or wholesale rewrites; the scope of the consultant work on
the Comprehensive Plan Update; department-specific work done to date (HRA work
on housing policies and goals); and those areas needing extensive work (i.e., land
use, economic development, and transportation); extraneous information contained in
the comprehensive plan needing sifted and refined; and using modern technology to
encourage participation and to allow for public input through the City's website, rather
than requiring the public to attend meetings.
Chair Bakeman closed the Public Hearing, with no one appearing for or against.
MOTION
Member Wozniak moved, seconded by Member Martinson to continue Project
File 004 of the Roseville Comprehensive Plan Update Process to the next
meeting.
Ayes: 7
Nays: 0
Motion carried.
