Variance Board Meeting <br />Minutes – Wednesday, October 03, 2007 <br />Page 3 <br /> <br />Associate Planner Bryan Lloyd reviewed the request of Ms. Mueller for a variance to <br />allow the construction of an attached garage as close as twenty-two feet (22’) from the <br />property line adjacent to the Cohansey Boulevard right-of-way. <br />Mr. Lloyd noted that the existing single-car garage was intended to remain on the site; <br />but that the existing driveway to that detached garage was intended to be removed. <br />Staff recommended APPROVAL of an eight foot (8’) variance to the principal structure <br />setback from the side property line adjacent to a public right-of-way; and a sixteen foot <br />(16’) variance to the principal structure setback from the front property line, to allow <br />the construction of the proposed attached garage at 407 N McCarrons Boulevard; <br />based on the comments and findings of Section 5 and the conditions of Section 6 of <br />the project report dated October 3, 2007. <br />Applicant Representative, Matt Collova, 2580 Flandreau Street; Maplewood, MN <br />Mr. Collova advised that Ms. Mueller was out of town, and that he had prepared the <br />initial variance application, and was here to speak on behalf of Ms. Mueller. <br />Discussion included whether or not to delete the word, “If,” from Condition 6.1.c; how <br />impervious surface coverage compliance was verified, with Mr. Lloyd advising that the <br />Building Official was made aware of conditions of variance approval, and at his final <br />inspection, made a determination if the impervious surface coverage was in <br />compliance. <br />Staff clarified that if the detached garage no longer had a driveway, the applicant <br />understood that the garage was no longer usable for daily-used vehicles. <br />Additional discussion included how much and at what location the applicant proposed <br />to remove existing pavement to meet overall impervious coverage requirements. <br />Mr. Collova advised that Ms. Mueller preferred the pavement around her house, and <br />intended to remove the pavement adjacent to the detached garage. <br />Chair Boerigter closed the Public Hearing, with no one appearing for or against. <br />Commissioner Doherty and Martinson expressed preference to amending language of <br />Condition C. <br />MOTION <br />Member Doherty moved, seconded by Member Martinson to adopt Variance <br />Board Resolution No. 70 entitled, “A Resolution APPROVING A VARIANCE to <br />Roseville City Code,§1004 (Residence Districts), for Christine Mueller, 407 N <br /> <br />McCarrons Boulevard (PF07-056);” allowing an eight foot (8’) variance to the <br />principal structure setback from the side property line adjacent to a public right- <br />of-way; and a sixteen foot (16’) variance to the principal structure setback from <br />the front property line, to allow the construction of the proposed attached <br />garage at 407 N McCarrons Boulevard; based on the comments and findings of <br />Section 5 and the conditions of Section 6 of the project report dated October 3, <br />2007; <br />amended to reword Condition 6.1 C as follows: “The existing driveway <br />shall be removed, and the detached garage must not be used for the storage of <br />daily-use vehicles;” and… to Condition D. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br />5. Adjournment <br />Chair Boerigter adjourned the meeting at 5:54 p.m. <br />
