Variance Board Meeting <br />Minutes – Wednesday, November 07, 2007 <br />Page 4 <br /> <br />together for the overall project; and CVS Pharmacy and the Shopping Center were <br />working in good faith together, developing a ground lease with CVS, and CVS’s intent to <br />operate in the current Setzer space until the new building is constructed, and raze the <br />existing Setzer portion of the structure, and reface the remainder of the facility. <br />Public Comment <br />Maurice Harnett, 243 Grandview Avenue W, Resident of Roseville <br />Mr. Harnett advised that, as a long-term employee of Setzer’s Pharmacy, he was <br />speaking for himself, not on behalf of his employer. Mr. Harnett noted that Setzer’s <br />Pharmacy had been in the market place since 1954, and was a mainstay of the Rice <br />Street corridor. Mr. Harnett sought clarification on the approval process and public <br />comment opportunity for citizens of Roseville and surrounding communities using the <br />current pharmacy, through the Planning Commission and the City Council. <br />Mr. Paschke briefly reviewed the process for Mr. Harnett; noting that the project would <br />have received administrative review and approval, had there not been a need for <br />variances. <br />Chair Boerigter requested that Mr. Harnett relate his specific concerns about the project. <br />Mr. Harnett advised that a Walgreen’s Pharmacy had just opened across the street from <br />Setzers; and noted his concern about the displacement of employees of Setzer’s <br />Pharmacy, opining that CVS didn’t hire to the magnitude or provide the type of service <br />level currently offered by Setzer’s. <br />Chair Boerigter recognized Mr. Harnett’s concerns that the landlord didn’t renew the lease <br />of the current pharmacy; however noted that it was the charge of the Variance Board to <br />review land use applications. <br />Commissioner Doherty encouraged Mr. Harnett, if he so desired, to attend an upcoming <br />City Council meeting and address his concerns during the public comment section of the <br />meeting regarding this issue. <br />Chair Boerigter closed the Public Hearing. <br />Commissioners concurred on deleting reference to the trash enclosure, directing staff to <br />work with the applicant on a satisfactory location. <br />MOTION <br />Member Boerigter moved, seconded by Member Doherty to adopt Variance Board <br />Resolution No. 72 entitled, “A Resolution APPROVING a VARIANCE to Roseville <br />City Code,§1005.01 (Minimum Dimensional Requirements – Rear yard Setback); <br /> <br />and §1018.05 (Design and Maintenance of Parking and Loading Areas) for Kraus- <br />Anderson and Velmeir Companies, 1618 Rice Street and a Portion of the <br />McCarron’s Hills Shopping Center (PF07-058);” allowing the redevelopment of the <br />ICO gas/convenience store at 1618 Rice Street and a portion of the McCarrons Hills <br />Shopping Center property based on the comments and findings in Section 5 and <br />the conditions of Section 6 of the project report dated November 7, 2007; <br />amended <br />to delete Condition 6.1.d “The trash enclosure shall be located along the north or <br />west side of the CVS structure so that it is consistent with all requirements of <br />Section 1010.11D;” and to modify the language of Condition 6.1.c to read: <br />“The proposal can contain up to 27 compact vehicle spaces (50%) at a width of <br />8 feet and a depth of 16’. Compact spaces shall be applied along the south <br />parking field. [and the center row of 14 stall spaces in the east parking field.] <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br />5. Adjournment <br />Chair Boerigter adjourned the meeting at 6:17 p.m. <br />
