Variance Board Meeting <br />Minutes – Wednesday, November 07, 2007 <br />Page 3 <br /> <br />Code needs to be modified for compact cars – based on staff research – staff will support <br />reduction to 16’ depth for compact stall – conditions in staff report - <br />Staff recommended APPROVAL of a five foot (5’) rear yard parking lot/drive lane setback <br />VARIANCE to Roseville City Code, Section 1005.01 (Minimum Dimensional <br />Requirements – adjoining residential property); and a two foot (2’) depth VARIANCE to <br />Section 1018.04 (Parking Requirements – General Provisions) and Section 1018.05 <br />(Design and Maintenance of Parking and Loading Areas) pertaining to compact vehicle <br />parking space design, allowing the redevelopment of the ICO gas/convenience station at <br />1681 Rice Street; based on the comments and findings in Section 5 and the conditions of <br />Section 6 of the project report dated November 7, 2007 <br />Discussion included location of the trash enclosure (Staff Report, Section 4.10); <br />designation of “compact” parking stalls and code provisions for up to 50% of a parking lot <br />area to be designated for compact stalls; signage for compact-designated parking stalls; <br />discussions by the Design Review Committee and the intent/spirit of Comprehensive Plan <br />policies; and staff’s willingness to work with the applicant on design, form and function of <br />the building itself, specifically related to the location of the trash enclosure and other <br />amenities. <br />Further discussion included Environmental Protection Agency (EPA) requirements and <br />provisions for redevelopment of former gas station sites for monitoring and clean up <br />remediation. <br />Brian Alton, Attorney for Velmeir, McGay-Alton, PLLP (951 Grand Avenue, St. Paul, <br />MN) <br />Mr. Alton advised that en environmental report was currently in process, but to the <br />applicant’s knowledge, there had been no underground tank leakage; however, noted that <br />the site must be clean prior to initiating construction. <br />Mr. Alton advised that the applicant was in agreement with all recommendations and <br />conditions outlined in the staff report, with two minor exceptions: <br />1) Maintaining full-size, rather than compact, parking spaces for adequate parking near <br />the store entrance; and <br />2) Reduction of the drive aisle from 22’ to 20’ to gain additional footage on the westerly <br />boundary. <br />Mr. Alton further noted that, with reference to the location of the trash enclosure, there <br />was no practical place on the north or west side of the building, and they preferred to <br />leave it as is in order not to interfere with traffic circulation and the drive-up prescription <br />window, in addition to not having it located closer to adjacent residential properties. <br />Mr. Alton provided building elevations, showing the trash enclosure on the north side; and <br />expressed willingness to work with staff in making the enclosure as inconspicuous as <br />possible, and to match exterior materials to those of the building. <br />Mr. Paschke advised Commissioners that staff was willing to work with the applicant, and <br />the condition could be removed; however, noted that it was a code item that needed to be <br />addressed and resolved prior to issuance of a building permit. <br />Kevin McGee, Project Manager for McCarron’s Hills Shopping Center (77 France <br />Avenue S, Bloomington, MN) <br />Mr. McGee advised that the applicant was willing to work with staff on options for <br />providing even more screening that proposed by staff. <br />Mr. McGee advised that Phase II would begin immediately following opening of the CVS <br />Pharmacy, depending on weather. <br />Matt Alexander, Kraus-Anderson, representing McCarrons’s Center owner <br />Mr. Alexander advised that the plan was to make the entire center more aesthetically <br />pleasing; and expressed willingness to work with staff; however, noted that weather- <br />related timing was a challenge.
