Under this Policy, to <br />center operating policies, meeting mono are made vailable to Roseville Comm r/aka~inS <br />no charge. Staff has impiem~ted the policies in a way that preserves open access v rhe~ps at <br />facilities to all City residents when facilities are being used at no cost. In other words, it is my <br />understanding that City staff take the position that any resident of Roseville has a right to <br />attend a function in City facilities wherE no use fee bas been charged based on thF community <br />nature of the use. I concur with this practice. "~+1o-cost" community users of City fxeailiaes <br />have not purth~ted exciusiv~e use ofthe facilities. Phis contrasts to the privatC rCrttal of <br />facilities, where an individual or group ~ puro}~~ed exeluaive use. <br />Qiven the above, it is ot~r belief that it is inappropniata, and ineonsistGnt with City policy <br />as implemented, for groups using City facilities at no cost to exclude City residents from <br />attending meetings ~ activities Those groups, however, still haul some ability to be able to <br />manage the event(s) occurring. <br />Finally, current City policies do not speak to the membership policies and ptae~icgti of <br />users of City facilities.
