Regular City Council Meeting <br />Monday, January 28, 2008 <br />Page 17 <br />Roseville Codes Coordinator Don Munson and Roseville Code Enforcement Offi- <br />cer Rick Talbot reviewed the requested Council action to resolve public nuisance <br />violations on property located at 939 County Road B-2; and provided photo- <br />graphic evidence of those nuisance issues. <br />Discussion included siding materials, and whether painting would suffice, with <br />staff opining that it appeared to be cedar siding and with power washing, should <br />hold the paint; attempts to provide assistant to the homeowner through the Hous- <br />ing Resource Center and other agencies, and estimated costs between $4,500 - <br />$6,500 in actual and administrative costs, with work to be done in April or May of <br />2008, unless completed by the property owner prior to that time. <br />Further discussion included assessment to the property for work completed if that <br />option was chosen by the property owner; financial status of and potential ramifi- <br />cations to the property owner; possible involvement in the future of the HRA in <br />the abatement process; and staffs candid, yet unsuccessful discussions to-date <br />with the property owner, as well as with neighboring property owners, seeking <br />their support and patience. <br />Mayor Klausing opened the Public Hearing at 8:13 p.m <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria <br />Mr. Kysylyczyn expressed pleasure for the departments' willingness to go this <br />route to take care of this issue, rather than past practice of going through the Ram- <br />sey County court system. Mr. Kysylyczyn opined that this would provide a de- <br />finitive date for completion; and that taxpayers would be reimbursed actual and <br />administrative charges through a seemingly fair assessment program. <br />Mayor Klausing closed the Public Hearing at 8:15 p.m. <br />Roe moved, Pust seconded, authorizing staff to abate the public nuisance viola- <br />tions at 939 County Road B-2, by hiring contractors to: remove all junk/debris <br />from the yard, remove the vehicle and repaint the exterior of the structure; with <br />the property owner to be billed for actual and administrative costs, and if charges <br />are not paid, staff is to recover costs as specified in Section 407.07B, with costs to <br />be reported to the City Council following said abatement, as detailed in the staff <br />report dated January 28, 2008. <br />Roll Call <br />Ayes: Pust; Roe; Ihlan; and Klausing. <br />Nays: None. <br />
