Public Hearing regarding Request by Community Development Department <br />to perform a City Abatement at 196 County Road C to Correct Public Nui- <br />sance Violations <br />Mayor Klausing opened the Public Hearing at 8:17 p.m. <br />Roseville Codes Coordinator Don Munson and Roseville Code Enforcement Offi- <br />cer Rick Talbot reviewed the requested Council action to resolve public nuisance <br />violations on property located at 196 County Road C; and provided photographic <br />evidence of those nuisance issues. <br />Discussion included the change of ownership, with the property now vacant; <br />Wells Fargo involvement as the property holder, with them being informed of to- <br />night's meeting; with work anticipated for completion in April or May of 2008, <br />unless completed by the bank before that time. <br />Public Comment <br />Mr. Wiatros, 180 County Road C <br />Mr. Wiatros noted that, in addition to the abandoned auto shown in staff s picture, <br />there was also a boat on the property; and asked that staff take that into considera- <br />tion. <br />Mr. Munson advised Mr. Wiatros that the boat was not a violation; and could re- <br />main there. However, Mr. Munson opined that the bank would most likely re- <br />move the boat from the property. <br />Mr. Wiatros further noted the condition of the attached garage, opining that its <br />condition was also questionable; and that the overall property was less than desir- <br />able. <br />Mayor Klausing noted the attractiveness and size of the lot itself; and whether <br />consideration had been given to the HRA partnering with the bank on this prop- <br />erty. <br />Mr. Munson advised that conversations between staff and the bank to-date had. <br />been limited, but that staff could pursue options if there was a willingness by the <br />bank and/or the H1tA. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that this was a candidate for greater work than suggested; <br />and that the property should be identified as blighted and structures removed, in <br />addition to other recommended work. Mr. Kysylyczyn further opined that this <br />was another example of a mortgage company property, one of many, and with <br />obvious lack of interest shown in the property's condition. <br />
