Consider Items Removed from Consent <br />a. Approve General Purchases and Sale of Surplus Items Over $5,000 (Former <br />Consent Item B) <br />Councilmember Ihlan requested a separate vote to consider the proposed Best- <br />Value Procurement Proposal Training with Arizona State University; based on her <br />additional questions on whether or not an outside consultant was required in order <br />to use this process. <br />Parks and Recreation Director Lonnie Brokke provided additional detail from the <br />staff report dated January 17, 2008, on the use of the new "best value" contracting <br />approach for a full geothermal system for the Ice Arena refrigeration system. Mr. <br />Brokke noted the complexities of this procurement method; lack of experience of <br />staff regarding this type of contracting approach; and the uniqueness of the geo- <br />thermal process to this project; and staffs desire to obtain training and follow <br />protocol in the best interests of the City. <br />
