Approve General Purchases and Sale of Surplus Items Over $5,000 (Former Consent Item B) Councilmember Ihlan requested a separate vote to consider the proposed Best- Value Procurement Proposal Training with Arizona State University; based on her additional questions on whether or not an outside consultant was required in order to use this process. Parks and Recreation Director Lonnie Brokke provided additional detail from the staff report dated January 17, 2008, on the use of the new "best value" contracting approach for a full geothermal system for the Ice Arena refrigeration system. Mr. Brokke noted the complexities of this procurement method; lack of experience of staff regarding this type of contracting approach; and the uniqueness of the geo- thermal process to this project; and staffs desire to obtain training and follow protocol in the best interests of the City.
