Adopt an Ordinance amending Titles 1, 10, and 11 of the Roseville City Code pertaining to Public Hearing Notification (PF07-061) City Planner Thomas Paschke reviewed staff recommendations to amend all sec- tions of Title 1, 10 and 11 of the Roseville City Code, to increase public hearing notification distance from a minimum of 350' to a minimum of 500'. Councilmember Ihlan supported the requested action; however, questioned if Mi- nor Subdivision approval at the City Council level, not heard before the Planning Commission, should be included in the proposed notice revisions. Mr. Paschke advised that he would do additional research, and would make changes accordingly, if referenced in within that section of code. Mr. Paschke opined that current code should cover the proposed intent for Minor Subdivisions with a hearing before the City Council. Mayor Klausing advised he would support the requested action, if Minor Subdivi- sions were addressed in those sections proposed for revision; however, if not, he would recommend additional discussion specific to Minor Subdivisions. City Attorney Anderson clarified that Minor Subdivisions were covered under City Code, Section 1008.b, Subd. C, addressing the City Council holding public hearings. Pust moved, Ihlan seconded, enactment of Ordinance No. 1357 entitled, "An Or- dinance Amending Title 1, 10 and 11 of the City Code, Changing the Public Hear- ing Notification Distance from a Minimum of 350 Feet to a Minimum 500 Feet." Including checking on minor subdivision included in appropriate reference Roll Call Ayes: Pust; Roe; Ihlan; and Klausing. Nays: None. Pust moved, Ihlan seconded, approval of the Ordinance Summary describing the amendments to the City's Administration Code (Title 1), Zonhrg Code (Title 10), and the Subdivision Code (Title 11) to be used for official publication. City Attorney Anderson clarified for Mayor Klausing that 4/5 of the members had to be in agreement on publishing a summary; otherwise the entire ordinance needed to be published; if not a unanimous vote at tonight's meeting, due to the absence of Councilmember Kough. Roll Call Ayes: Pust; Roe; Ihlan; and Klausing. Nays: None.
