City oP ] ~~, <br />Minnesota, USA <br />Special City Council Meeting <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, February 20, 2008 <br />Introductions <br />Mayor Klausing called to order a Special Meeting of the Roseville City Council at approximately <br />6:00 p.m. and welcomed everyone. Mayor Klausing noted that the purpose of the Special Meet- <br />ing was to review and discuss short, medium and long-term goals for the City, and to prioritize <br />those goals and strategies. <br />Councihnembers present: Kough; Pust; Ihlan; Roe; and Mayor Klausing <br />Staff present: City Manager Bill Malinen; Finance Director Chris Miller; Public Works Director <br />Duane Schwartz; Community Development Director Patrick Trudgeon; Police <br />Chief Carol Sletner; Parks and Recreation Director Lonnie Brokke; Fire Chief <br />Rich Gasaway. <br />Also present: Aimee Gourlay, Director of the Mediation Services Center at Hvnline University, <br />who served as facilitator for tonight's meeting. <br />Review and Discuss Agenda <br />Councilmember Ihlan expressed concern regarding the proposed length of the meeting. Coun- <br />cilmember Ihlan also questioned the additional agenda item entitled, "City Manager's Work Plan <br />-Discussion and Approval," and whether it was appropriate for a full City Council discussion at <br />this meeting. <br />Ms. Gourlay suggested that the City Council's goal would be to complete items more quickly <br />than projected on tonight's agenda, and all parties could remain flexible throughout the meeting <br />as to time and content. <br />Quick Review of Process to this Point <br />City Manager Bill Malinen briefly reviewed the intent of tonight's meeting as a culmination of <br />the Imagine Roseville 2025 community visioning process; and identifying how to prioritize and <br />achieve those community strategies and goals, as adopted by the City Council in March of 2007. <br />Mr. Malinen noted the work to-date by staff and advisory commissions to develop action steps to <br />accomplish broader goals. Mr. Malinen advised that short-term goals would be intended for ac- <br />complishment in 1 - 3 years; medium-term goals for accomplishment in 4 - 7 years; and long- <br />terni goals for accomplishment in 7 years or beyond. <br />Questions, Clarifcations, Expectations <br />Ms. Gourlay noted that the Council had proceeded with this process over the last two years with <br />multiple stakeholder input; and now needed to prioritize their highest preferences. The City <br />Council and staff proceeded through an exercise to identify their personal preferences in each of <br />
