Regular City Council Meeting <br />Monday, February 25, 2008 <br />Page 10 <br />Mayor Klausing opined that there was a process in place to address parking is- <br />sues; and while it may not produce desired results, it was in place. <br />Councilmember Roe opined that a large piece of missing information for him was <br />the enforcement component. Councihnember Roe questioned how a 24-hour <br />parking ban would be enforced; who would be responsible for enforcing the ban; <br />and asked that staff provide a report on how resources for such enforcement <br />would be allocated; specific requirements for multiple-day parking restrictions; <br />and whether language could be incorporated in code to allow concerns to be ad- <br />dressed. <br />Mayor Klausing requested that the Police Department and Code Enforcement <br />staff provide information and recommendation to the City Council on whether <br />there was a way to enforce multi-day parking issues of concern by some residents, <br />without placing an undue burden on staff and time resources. <br />Councilmember Ihlan opined that she would look at supporting a durational limit, <br />rather than overnight parking restrictions. Councilmember Ihlan noted that, in her <br />initial research with other communities, some had limitations on parking, and <br />didn't expend much to enforce it; however, it was on the books so if there were <br />abuses, there was something on the books to allow enforcement. Councilmember <br />Ihlan further opined that the City of Roseville was in the minority with no restric- <br />tions at all. <br />10. Presentations <br />a. Presentation by Peg Kennedy regarding Demographic Changes in Roseville <br />Area School District and the Mounds View School District <br />Community Education & Cultural Services Manager Peg Kennedy of Roseville <br />Area Schools arrived at this time, and Mayor Klausing introduced her to provide <br />her presentation on "Ethnic Diversity Data as of October 1, 2007." <br />Ms. Kennedy provided specific data outlining dramatic differences in ethnicity <br />within the School District over various study periods; stability of the student en- <br />rollment for the School District due to this influx of ethnically-diverse students, <br />with 52 different languages spoken; and the majority of parents who are bi- <br />lingual. <br />Ms. Kennedy reviewed her work with area corporate businesses and employee <br />training on multi-cultural work environments; preparation of students for the work <br />environment; English Language Learners (ELL) and educational opportunities for <br />those aged 17 - 21; and the proximity and attractiveness of Roseville as a destina- <br />tion suburb for refugees and the community, as well as the proximity to the Uni- <br />versity of Minnesota increasing this ethnic diversity. <br />
