Regular City Council Meeting <br />Monday, February 25, 2008 <br />Page 11 <br />Ms. Kennedy noted the interpreters and cultural liaisons and language lines for all <br />school staff that are already in place; cultural, family and academic differences in <br />each immigrant group; ways to increase parent/student/teacher communication <br />and the school system itself; basic needs (food, clothing and jobs); and the in- <br />credible generosity of area churches, civic groups and businesses in meeting basic <br />needs of the refugee groups, and in their mentoring or sponsorships. <br />Ms. Keimedy noted that, relative to that diversity, there was an increase of 33% in <br />the poverty rate of current students in the district that changed the dynamics of <br />everything, creating a need for school supplies, backpacks, scholarships for Feld <br />trips, and other socio-economic issues. Ms. Kennedy urged that this be consid- <br />ered by the community, and that the image of Roseville as a white, middle-class <br />community was changing quickly. <br />Councihnember Pust thanked Ms. Kennedy for her positive presentation, and ex- <br />pressed hope that those in the community and at home would also see the oppor- <br />tunity and strength for the community through its diversity; and encouraged all to <br />start learning more about that diversity within the community. <br />Ms. Kennedy suggested that every new culture be seen as a Social Studies lesson, <br />and could provide priceless job and life skills for white populations in that leaning <br />process. <br />Mayor Klausing, on behalf of the community, staff and City Council, thanked Ms. <br />Kennedy for her presentation; the thought-provoking data provided, specifically <br />as it related to work of the Housing and Redevelopment Authority and the Human <br />Rights Commission; and encouraged outreach to new members of the City of <br />Roseville, and efforts to get them involved in their new community. Mayor <br />Klausing noted that there would be an upcoming joint meeting of the City Council <br />and School Board for further discussions. <br />12. a. Consider Amending City Code Chapter 302.13; Off-Sale Liquor License <br />Requirements <br />Finance Director Chris Miller briefly reviewed the staff report, noting the current <br />maximum number of off-sale liquor licenses in the City at ten, based on City <br />Code, Chapter 302.13. Mr. Miller advised that only one license remained avail- <br />able, and within the next few weeks or months, it is anticipated that action from <br />several retailers will be forthcoming to the City Council from retailers seeking <br />that last license; in addition to inquiries through staff from additional retailers ex- <br />pressing interest in obtaining anoff--sale liquor license. Mr. Miller noted the <br />background information in the staff report; and a recent survey by staff of ten <br />metropolitan area cities with similar populations and their per capita restrictions <br />on the number of off-sale liquor licenses, if any. <br />
