Regular City Council Meeting <br />Monday, February 25, 2008 <br />Page 13 <br />was lacking in liquor stores at this time. Councilmember Ihlan opined that she <br />had no interest in pursuing this further. <br />Mayor Klausing noted that previous discussions were held when it was antici- <br />pated that a Costco Store would be involved in the redevelopment of the Twin <br />Lakes Redevelopment area; and due to the controversial nature of that project, it <br />was difficult to have a good policy discussion at that time. Mayor Klausing <br />opined that if people were currently seeking licenses, the market must be driving <br />that interest; and further opined that this discussion and situation was different. <br />Councilmember Pust opined that her bias is that ten was enough off-sale licenses; <br />however, expressed willingness to have further discussion. Councilmember Pust <br />further opined that government had a role in regulating the number of licenses, <br />based on quality of life issues. Councilmember Pust assured existing liquor store <br />owners that she meant no disrespect, but there were other social issues involved in <br />the sale of alcohol. Councilmember Pust advised that she would study the issue <br />in more detail to determine whether Roseville was consistent with other commu- <br />nities around the state in the number of licenses; but remained amenable to the <br />market dictating the interest. <br />Councilmember Ihlan opined that if there were to be further policy discussions, it <br />should focus strictly on the City of Roseville's citizens and businesses, not on <br />other communities; opining that Roseville didn't need to become a destination for <br />buying liquor or for shopping, when the costs for such amenities fell to the citi- <br />zens of Roseville and impacted their quality of life, and that of the small business <br />cornmunity. Councilmember Ihlan suggested that the City Council focus on code <br />provisions, as well as geographic locations and distances from residential <br />neighborhoods. <br />Councilmember Roe opined that, if the limit was to remain at ten licenses, that the <br />City Council make the City Code clearer, for the benefit of future policy makers, <br />with their rationale in ratifying that number. Councilmember Roe noted that fur- <br />ther discussion on impacts to neighborhoods, spacing based on location versus <br />quantity on existing businesses was not reflective to current business owners, but <br />could provide specific policy points relative to location and quantity. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned why staff had been unable to gather the referenced in- <br />formation in lines 42 - 48 of the staff report over the last two years since it had <br />been discussed; and provided several contacts to provide that historical informa- <br />tion. <br />a.
