Mr. Schwartz further noted that staff had been working with several other <br />metropolitan area cities to consider bidding projects together to improve the cost- <br />effectiveness of an out-of--state contractor sending a crew to the area to rehabili- <br />tate watermain in each of the participating cities. Mr. Schwartz identified those <br />cities as Edina, Mimletonka, Eden Prairie, St. Paul and White Bear Township, <br />with each city coordinating a project that would be bid concurrently but awarded <br />individually. <br />Given the complexity and newness of this technology, Mr. Schwartz advised that <br />the cities had been working with TKDA Consulting Engineers as a group, with <br />Roseville's anticipated cost for engineering services estimated at $17,400; and es- <br />timated constnxetion costs at $200,000 to rehabilitate approximately 2,000 linear <br />feet of watermain. Mr. Schwartz anticipated that, if this technology is used in the <br />future, engineering could be provided by in-house engineering staff. Mr. <br />Schwartz advised that each city would sign a professional services agreement <br />with the consultant, for the preparation of plans, specifications and bid docu- <br />ments, aswell as scheduling and coordination between the cities. <br />Mr. Schwartz reviewed the identified segment of watermain between Woodhill <br />Avenue and County Road C-2 between Churchill and Oxford Streets as a poten- <br />tial candidate for mainlining, as it was located in backyards of homes and has a <br />history of recent breaks with property damage. Mr. Schwartz noted that it would <br />be difficult to replace the main by traditional open cut methods, and this method <br />would be the least disruptive to property owners in time and physical disruption to <br />their properties. <br />Discussion included other areas in the City where watermains were located other <br />than in the street or boulevard area. <br />Pust moved, Roe seconded, authorizing a watermain lining rehabilitation project <br />and authoring contracting with TKDA Consulting Engineers for design services <br />for an estimated amount of $17,400.00, subject to City Attorney review and ap- <br />proval. <br />Roll Call <br />Ayes: Pust; Ihlan; Roe; and Klausing. <br />Nays: None. <br />d. Consider Adoption of a Resolution Approving a Conditional Use Permit for <br />Clifford and Marilyn Snyder to Allow an Off-Sale Liquor Store <br />Associate Planner Bryan Lloyd provided a brief review of the request by Steve <br />Allen, in conjunction with property owners Clifford and Marylin Snyder, for ap- <br />proval of a Conditional Use Permit to allow a 1,800 square foot, off-sale liquor <br />store, Snelling Liquor, in the existing building located at 2217 Snelling Avenue. <br />Mr. Lloyd noted that the Public Hearing held on February 6, 2008 at the Planning <br />
