Regular City Council Meeting <br />Monday, February 25, 2008 <br />Page 18 <br />Klausing moved, Ihlan seconded, authorizing staff to work with the City's Prose- <br />cuting Attorney to cite (Ramsey County Court Citation) the owner of 1715 Rose- <br />lawn Avenue effective June 1, 2008, for violations of City Code, as detailed in the <br />staff report dated February 25, 2008, if not corrected by 6/1/2008 <br />Roll Call <br />Ayes: Pust; Ihlan; Roe; and Klausing. <br />Nays: None. <br />b. Consider Ramsey County Court Citation to the Owner of 2256 Lexington for <br />Violation of the city Code <br />Codes Coordinator Don Mwlson and Code Enforcement Officer Rick Talbot pre- <br />sented arequest for Council action to resolve a nuisance violation at 2256 Lexing- <br />ton Avenue N, at property owned by Gerald azrd Kathleen Helgason. Mr. Munson <br />advised that property owner had been notified of tonight's meeting and this <br />agenda item, but was not present in the audience. In conversations with Mr. Hel- <br />gason, Mr. Munson advised that the property owner had stated that he was renting <br />to chemically dependent individuals "as a service to the community," and follow- <br />ing on-site inspections by staff, it was evident that 7-8 men were living in the <br />house, when only four would allowed to be renting, based on City Code. Mr. <br />Munson advised that staff had informed Mr. Helgason that he could make appli- <br />cation to the State to become aproperly-licenses home, with up to six people; <br />however, to-date that licensing had not been applied for, and there remained more <br />than four people renting the home. Mr. Munson noted that, in the past, the City <br />had issued a similar citation for overcrowding that had been successful; followed <br />by periodic inspections to ensure compliance. <br />Discussion included the number of adult renters in the definition section of appli- <br />cable City Code; and consistent enforcement of similar rental situations. <br />Roe moved, Pust seconded, authorizing staff to work with the City's Prosecuting <br />Attorney to cite (Ramsey County Court Citation) the owner of 2256 Lexington <br />Avenue N, for violations of City Code, Sections 1004.02A and 1002.02, related to <br />exceeding more than proper number of renters, as detailed in the staff report dated <br />February 25, 2008. <br />Roll Call <br />Ayes: Pust; lhlan; Roe; and Klausing. <br />Nays: None. <br />c. Council Discussion and Direction regarding Water Main Lining Presentation <br />Public Works Director Duane Schwartz provided a presentation on developing <br />technologies for watermain rehabilitation, similar to sewer main Lining of existing <br />pipe, without the expense of excavating and replacing existing pipe.
