Continue the shortened timeframes for required compliance as previously implemented. 2. When sending violation notices, include an informational brochure identifying common violators so that more residents are more aware of city codes. Also include in the City's Welcome Packet. 3. An escalating fine structure for repeat offenders: • $l00 for a first offense, $200 for a second offense and $300 for a third offense (in the course of one calendar year). 4. Mandatory payment of fines as a way of charging the users of city services and paying for land use staff and related expenses. ^ Charges would be assigned to taxes if not paid. 5. Charging fees for staff time (inspections, data entry and correspondence) when violations are not corrected after two inspections. ^ Charges would be assigned to taxes if not paid. 6. Seasonal staffing assistance for land use enforcement -one seasonal staff position for 5 months at a cost of approximately $12,000. 7. Computer software upgrades for land use enforcement (in the 2009 budget). ^ Current software being utilized was designed for the issuance of building permits and is not effective software for documenting land use violations. 8. Remove language from the prosecuting attorney's contract which requires staff to obtain Council approval prior to the issuance of a court citation. • This will allow staff to bring cases to conclusion more quickly. 9.
