Mayor Klausing spoke in support of the proposed ordinance; and expressed his discomfort in attempting a news article on each proposed ordinance coming be- fore the City Council. Mayor Klausing opined that there was value in putting it before the public 9~or comment; noting that there may be issues that would be brought forward, or ramifications, that had not been considered by the City Coun- cil, and that additional information may be forthcoming. Mayor Klausing sug- gested that staff include a Public Hearing for the proposed ordinance at the next Council meeting, and attempt newspaper, website and other media sources to raise visibility; with the intent to enact the ordinance at the March 3, 2008 meet- ing. Mayor Klausing noted that previous Council Worksessions allowed for more public discussion of upcoming issues. Councilmember Roe clarified his understanding of the General Ordinance section of the Council Agenda, based on the newly-adopted Council Rules of Procedure, anticipating their adoption at that meeting. However, Councilmember Roe ad- vised that it may not be clear for the public yet, since the rules are newly-adopted. Mayor Klausing suggested future discussion to determine a process for enacting ordinances, to allow for sufficient public comment and to consider ramifications and impacts. City Manager Malinen advised that this was the first hearing of the Ordinance be- fore the City Council in formal ordinance form, with previous presentations being informational. City Manager Malinen cautioned Councilmembers that there may not be sufficient lead time to publish a meeting notice in the Roseville Review prior to the next City Council meeting. Councilmember Roe advised that he would work out his technical suggestions with City Attorney Squires and Councilmember Pust prior to the next meeting. Pust moved, Ihlan seconded, TABLING enactment of an ordinance entitled, "An Ordinance Adding Section 301.10;" related to Social Host Liability, for public comment at the March 3, 2008 regular Council meeting. Roll Call Ayes: Pust; Ihlan; Roe; and Klausing. Nays: None. Given earlier-than-expected actions on tonight's agenda; Mayor Klausing amended various items to allow for presenters and applicants to arrive at the anticipated agenda tunes. 11. Public Hearings
