Regular City Council Meeting <br />Monday, February 11, 2008 <br />Page 11 <br />City Attorney Foy was consulted on whether the resolution superceded the mo- <br />tion; and offered to consult Robert's Rules prior to offering a response. <br />Mayor Klausing noted the intent and consensus of the original 4/1 Council vote to <br />more effectively balance the agenda content and time allotment, as well as allow- <br />ing the Council, staff and public additional time for research, corrunent or consid- <br />eration, while providing agenda management and transparency for the public. <br />Ihlan moved, Klausing seconded, adoption of Resolution No.10595 entitled, <br />"Roseville City Council Rules of Procedure." <br />Klausing moved, Pust seconded, amendment to the Resolution to include provi- <br />sions of Resolution No. 10392, paragraphs 1, 2, and 3. <br />r R,r,..,. A,.e...l., Tr°...~ ..,7 ...«i....° :r .,,; rl, 1.,., ,....,..^ 4r^..~, TJ ~°]~:,... 1!1'2 (]~ r^ <br />b ~ Y o a . <br />r <br />~~TUGOCCno~ of ~T eGCni 1icr, that Councilmembers have the right to place items on <br />the agenda as follows: <br />At the request of Councilmembers Roe and Pust Mayor Klausing clarified his <br />amendment indicating that it was to strike the text of Rule 3 of the January <br />2008 DRAFT Roseville City Council Rules of Procedure after the sentence, <br />"Councilmembers are encouraged to introduce new items including back rg ound <br />information and supporting materials for discussion and possible action." <br />A Councilmember may, at a Council meeting, request that an action item be placed on a <br />future Council agenda, or; <br />A Councilmember may make a request for an agenda item outside of a Council meeting <br />by submitting an a-mail request to the City Manager, with a copy of the a-mail to the other <br />Councilmembers, no later than noon of the Wednesday preceding the Council meeting. <br />That agenda item will be included on the agenda for the next Council meeting under the <br />heading "c " ~° Cc_^c:! ^^°^~'^ !!°^~°" ~: `City Councilmember Initiated Future <br />..,_..__ <br />Agenda Items,]' for notice purposes only, not for action or removal from future agendas, <br />but will not be an action item. The item will become a regular Council agenda item (i.e., <br />for discussion and action) at the subsequent Council meeting, or; <br />A Councilmember may request the addition of an emergency agenda item at the same <br />meeting at which the item is to be addressed. However, the addition of an emergency <br />agenda item shall require the approval of a majority of the Councilmembers present." <br />Mayor Klausing and Councilmember Pust, as makers of the motion to amend, ac- <br />cepted Councilmember Roe's proposed language revisions. <br />
