Discuss Council Rules, Procedures and other Council Practices <br />City Manager Malinen provided a staff report and proposed Rules of Procedure <br />from past City Council discussion for consideration. <br />Mayor Klausing opined that staffs draft appeared to incorporate Council intent, <br />with the exception of a clear consensus, as noted in the staff report, on Rule #3, <br />and the alternative method for Council introduction of items for discussion andJor <br />action, based on previously-adopted Resolution 10392. Mayor Klausing sug- <br />gested that language be incorporated into the updated Rules of Procedure dated <br />January 28, 2008, and that the Council then adopt the rules by resolution. <br />Councilmember Ihlan opined that her recollection of Council discussion of the <br />resolution, and the intent of the Council to follow the draft rules, not the language <br />of the resolution, specifically related to introduction by Councilmembers of new <br />items for discussion and/or action. Councilmember Ihlan spoke against including <br />the resolution's provisions in the new rules; opining that it was a blatant political <br />maneuver to make it more difficult to get items on the Council agenda. Council- <br />member lhlan reiterated her support of the proposed Draft Rules of Procedure <br />dated January 28, 2008. <br />Councilmember Roe observed that the resolution, at its passage, was done so with <br />on a 4/1 vote of the City Council, and apparently had majority support. Council- <br />member Roe opined that the language of Rule #3 was broader, but didn't see that <br />the resolution language was overly-restrictive, and further opined that he was <br />comfortable with either approach. Councilmember Roe questioned if the resolu- <br />tion superceded the adopted motion for previous rules under which the City <br />Council currently operated. <br />Mayor Klausing opined that he was under the impression that the resolution was <br />still in operation; and sought specific examples of items that individual Council- <br />members were unable to get on an agenda under resolution language. <br />Councilmember Ihlan opined that the Council hadn't been following the resolu- <br />tion since the previous City Manager; and that a different policy was now in <br />place; further opining that resolution language was significantly restrict current <br />practice. <br />Mayor Klausing respectfully disagreed with Councilmember Ihlan's perception of <br />introduction of new items, and a lengthy discussion ensued, with each expressing <br />their perception of current practice, intent and potential issues. <br />Councilmember Roe suggested that the proposed rules of procedure, dated Janu- <br />ary 28, 2008, be adopted by resolution; leaving the question of which language to <br />use related to Councilmembers adding items to an agenda. <br />
