Discuss Council Rules, Procedures and other Council Practices City Manager Malinen provided a staff report and proposed Rules of Procedure from past City Council discussion for consideration. Mayor Klausing opined that staffs draft appeared to incorporate Council intent, with the exception of a clear consensus, as noted in the staff report, on Rule #3, and the alternative method for Council introduction of items for discussion andJor action, based on previously-adopted Resolution 10392. Mayor Klausing sug- gested that language be incorporated into the updated Rules of Procedure dated January 28, 2008, and that the Council then adopt the rules by resolution. Councilmember Ihlan opined that her recollection of Council discussion of the resolution, and the intent of the Council to follow the draft rules, not the language of the resolution, specifically related to introduction by Councilmembers of new items for discussion and/or action. Councilmember Ihlan spoke against including the resolution's provisions in the new rules; opining that it was a blatant political maneuver to make it more difficult to get items on the Council agenda. Council- member lhlan reiterated her support of the proposed Draft Rules of Procedure dated January 28, 2008. Councilmember Roe observed that the resolution, at its passage, was done so with on a 4/1 vote of the City Council, and apparently had majority support. Council- member Roe opined that the language of Rule #3 was broader, but didn't see that the resolution language was overly-restrictive, and further opined that he was comfortable with either approach. Councilmember Roe questioned if the resolu- tion superceded the adopted motion for previous rules under which the City Council currently operated. Mayor Klausing opined that he was under the impression that the resolution was still in operation; and sought specific examples of items that individual Council- members were unable to get on an agenda under resolution language. Councilmember Ihlan opined that the Council hadn't been following the resolu- tion since the previous City Manager; and that a different policy was now in place; further opining that resolution language was significantly restrict current practice. Mayor Klausing respectfully disagreed with Councilmember Ihlan's perception of introduction of new items, and a lengthy discussion ensued, with each expressing their perception of current practice, intent and potential issues. Councilmember Roe suggested that the proposed rules of procedure, dated Janu- ary 28, 2008, be adopted by resolution; leaving the question of which language to use related to Councilmembers adding items to an agenda.
