Discuss 2008 Legislative Agenda <br />City Manager Malinen sought Council continent a~ld direction for City advocacy <br />for state and federal legislative policies, and provided various municipal associa- <br />tion legislative initiatives and platforms. City Manager Malinen noted the pro- <br />posed bonding bill for the OVAL, and the need for City Council advocacy. <br />Councilmember Pust observed that, while the OVAL was a regional facility, the <br />City would need to take the lead in generating legislative support. However, <br />Councilmember Pust questioned City Manager Malinen's intent in the other pro- <br />posed legislative agendas, and whether he was seeking authority to direct staff <br />time for attendance at legislative committee meetings, or related activities. <br />City Manager Malinen responded that staff was attempting to make Councilmem- <br />bers aware of issues before the legislature; and had hoped for an opportunity to <br />narrow the City's focus and priorities for advocacy. <br />Mayor Klausing opined that, while the legislative actions supported by the differ- <br />ent agencies may be appkea~le appropriate, the Council did not have even mini- <br />mum information to make a policy decision as to whether they were in agreement <br />with those platforms, or to make appropriate comments to provide support for <br />them at this time. <br />City Manager Malinen noted that, due to delays in seeking Council priority for <br />legislative action, the opporhrnity for legitimate discussion may have passed; and <br />other than for the Council being aware of the House File related to the OVAL <br />funding, sought requests from the Council for any items of significance they may <br />be aware of that would need municipal support during this legislative session. <br />Councilmember Roe concurred with Mayor Klausing that additional information <br />was needed for any decision-making; and suggested that a list be provided by <br />staff listing their perspective and any City Council support they were seeking at <br />the legislative level for important issues in the City. Councilmember Roe further <br />opined that the City Council should get information from local legislators on <br />items they were aware of that may impact the City of Roseville. <br />Councilmember Ihlan advised that she would bring forward items from citizens <br />that they felt were vital, and seeking City Council support; and concurred that the <br />City of Roseville needed to take the lead on the bonding bill legislation. <br />
