Regular City Council Meeting <br />Monday, February 11, 2008 <br />Page 14 <br />City Manager Malinen advised that staff would be bringing forward, in the near <br />future, a resolution for City Council support of the bonding bill <br />Councilmember Pust advised that, whenever staff asked her to look at legislative <br />proposals, she would require a financial analysis from staff, and other ideas for <br />substantive topics. Councilmember Pust noted that there was currently a proposal <br />working its way through the legislature regarding property tax implications fro <br />non-profits, based on a December of 2007 court case, and proposals for the legis- <br />lature to reverse that court decision. Councilmember Pust noted that, if Ramsey <br />County was going to be lobbying to include non-profits in their tax base, the City <br />needed to be prepared to provide their perspective. <br />Mayor Klausing noted that he would need to staff s analysis of impacts specific to <br />the City of Roseville, not just other constituencies or agencies; and that would de- <br />termine whether a resolution of support, or authorization for staff time to get in- <br />volved, or personal City Councilmember involvement, was warranted. <br />Councilmember Roe noted the attempts for state-wide franchising fees and legis- <br />lation, based on recent discussions at the North Suburban Communications Com- <br />mission level. <br />Councilmember Kough spoke in support of the geo-thermal installation at the <br />skating center; and the need for the state to share the City's vision for this re- <br />gional facility, in order to make it viable. <br />10. Public Hearings <br />a. Consider Presumptive Penalty for Alcohol License Revocation Compliance <br />Failure, Davanni's Pizza and Hot Hoagies, 1905 Perimeter Drive W <br />Mayor Klausing opened the Public Hearing. <br />Police Chief Carol Sletner provided introductory background materials and action <br />related to this license holder; and thanked one of the manager's at Davanni's, Ms. <br />Jennifer Weinhandl, for attending tonight's meeting representing Davanni's. <br />City of Roseville Police Sergeant Matt Marshall provided background informa- <br />tion on the compliance failure circumstances of Davanni's regular alcohol check; <br />and ultimate serving of liquor during a suspension, as per the staff report dated <br />February 11, 2008. <br />Sergeant Marshall noted the written announcement notices provided to the license <br />holder prior to compliance checks; and reviewed the actual event. <br />Chief Sletner noted findings of City Attorney Scott Anderson regarding presump- <br />tive penalty, as it pertains to the Davanni's matter for serving liquor during a sus- <br />
