Regular City Council Meeting <br />Monday, February 11, 2008 <br />Page 21 <br />Mr. Vauglui reiterated that this document was not to serve as programmed im- <br />provements set in stone; but that each development proposal would be evaluated <br />on a cumulative basis, with consideration of impacts after completion, mitigation <br />measures necessary, and a phased approach to move into the future, with the in- <br />tent to safeguard some of the expressed concerns, thresholds established when <br />things were needed; and whether various components would come to fruition or <br />not. <br />Councilmember Roe noted the need for the Council to have a policy framework in <br />place to address those issues, and their detailed implementation, as a friture dis- <br />cussion. <br />Economic Development Associate Jamie Radel <br />Ms. Radel provided an overview of public financial participation framework; its <br />purpose; criteria; priority funding activities; and general parameters for projects <br />within the Twin Lakes Redevelopment Area. Items for discussion included the <br />Twin Lakes Master Plan; Twin Lakes Design Principles; Imagine Roseville 2025; <br />land uses; aesthetics; environmental quality and sustainability; parks; transit and <br />transportation options; employment; tax base diversification; and housing oppor- <br />tunities. Priority funding activities, such as environmental contamination clean <br />up; public infrastructure construction; streetscapes; land acquisition; site im- <br />provements; and grant opportunities, were highlighted. <br />Discussion included criteria for City Council policy discussions; maximizing <br />green space by clustering density to provide open space; potential assistance to <br />developers to improve their economics to achieve some of the City's objectives <br />(i.e., public transit to lower impacts on traffic in the overall system); relationship <br />between traffic and what works economically based on tax generation; and meas- <br />urement of public benefit. <br />Councilmember Ihlan reiterated her interest in receiving from staff a fiscal impact <br />analysis from the City's perspective related to the effect of using TIF and tax base <br />and revenue implications, and how those will help to achieve goals and fit into the <br />larger picture; criteria for benefits to the local economy from employment oppor- <br />tunities; and livable wage guidelines. <br />Mr. Trudgeon noted that such criteria was often a "mix and match" reality, and <br />was very subjective, unless staff directed that a developer was to meet every one <br />of the proposed criteria. Mr. Trudgeon advised that a fiscal analysis was feasible <br />to a certain extent; and the Council should express their priorities and preferred <br />criteria for the public's benefit. <br />Councilmember Roe noted that, under the City's Capital Improvement Policy, <br />discussed earlier tonight, there are requirements that any future redevelopment <br />
