laegular City Council Meeting <br />Monday, February 11, 2008 <br />Page 20 <br />issues that may impact major construction components, with minor variables al- <br />lowed for through a 10% contingency and based on 207 MnDOT bid prices, and <br />cost allocations including certain improvements to background traffic that would <br />be the City or County responsibility and assigmnent of applicable costs. <br />Mr. Vaughn reiterated that this study is to establish a foundation for proposals as <br />they were received by the City; and if substa~ltial land use types and sizes are re- <br />ceived, new network trip totals and associated roadway impacts would need to be <br />recalculated. <br />Additional discussion included public utility costs (sanitary sewer, storm sewer <br />and water mains) with per acre cost allocations for sub-areas and assmnptions <br />based on parcel size in acres. <br />Councilmember Ihlan, while recognizing that these are concept designs, ex- <br />pressed concern with livability impacts to residents with turn lanes, adding a third <br />lane to Fairview, and if those were considered in the design goals; and sought <br />comment on how much flexibility was available and how much could be negoti- <br />ated based on developer needs and impacts to all stakeholders. <br />Mr. Trudgeon advised that this study was a starting point, and traffic functions <br />and location of roads would be determined as the area developed, and by deci- <br />sions of the City Council. <br />Ms. Bloom advised that additional information regarding flexibility of the AUAR <br />Mitigation Plan would be provided, along with other requested information, to the <br />City Council at their next meeting. <br />Further discussion included how developments would get a sense of their required <br />cost allocations, upfront commitments or future costs. <br />Councilmember Roe observed that sixteen improvements were discussed, with <br />five basically related to background traffic improvements; some with Ramsey <br />County and City participation through public domain interests; other public sector <br />improvements, allowing for more flexibility in tailoring them; and exiting un- <br />funded needs identified by Ramsey County and MnDOT. , <br />Ms. Bloom noted that Ramsey County had reviewed the plans outlined by the <br />City (i.e., County Road D and Fairview), and agreed with staff recommendations. <br />Ms. Bloom further noted that this study was to serve as a baseline for cost alloca- <br />tions; and as each new development came in, additional traffic studies would be <br />required and incorporated to update the overall information, identifying impacts <br />to the system, cost allocations and the AUAR. <br />
