Regular City Council Meeting <br />Monday, February 11, 2008 <br />Page 23 <br />Mr. Miller advised that there were funds captured within the TIF District, even <br />though they were not budgeted expenditures in the adopted 2008 budget, due to <br />the many uncertainties at that time. <br />Ihlan moved, Klausing seconded, authorizing staff to engage Springsted at an <br />hourly rate for preliminary financial analysis in the Twin Lakes Redevelopment <br />Project Area in accordance with flieir draft work plan presented as part of the Feb- <br />ruary 11, 2008 staff report as Attaclunent C, dated February 2008. <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Roe; and Klausing. <br />Nays: None. <br />Ms. Heaton advised that they would get more definitive numbers to the City <br />Council as soon as possible. <br />McGough Construction/PIK Terminal Proposal <br />For information purposes, Mr. Trudgeon briefly reviewed the McGough Devel- <br />opment proposal for the PIK Terminal site; and their concept drawings with a <br />cotporate campus consisting of two office buildings each six stories in height for <br />a total of 475,000 square feet of office space, flanked by two parking structures <br />containing a total of 1,422 parking spaces, and additional 577 stall surface parking <br />areas. The proposal also included a 100,000 square foot one-story laboratory at <br />the corner of County Road C-2 and Mount Ridge Road. <br />Mr. Trudgeon noted that staff and McGough Development were seeking feedback <br />on the proposal, and noted that a number of issues remained to be worked out. <br />Discussion including phasing of the project, with the developer's intent for con- <br />struction all at one time; placement of buildings in relationship to the park and <br />lake; timing of road construction; and pedestrian friendliness of the development. <br />Mayor Klausing noted the placement of the buildings in relationship to the road- <br />way as well as the lake and park, and the preference not to look at a "sea of cars." <br />Mayor Klausing noted design provisions to soften the edge, similar to the Wil- <br />liam Mitchell College along Summit Avenue, and their use of below-grade park- <br />ing with buffering. Mayor Klausing also expressed his preference to provide <br />more connectivity with the public and enable citizens to access and use the lake <br />and park, rather than hiding the lake and creating a barrier, with potential reloca- <br />tion of the parking structure to achieve that openness. <br />Councilmember Ihlan expressed her concern about the back edge along the lake; <br />and whether a buffer could be placed on the southern end of the lake, in addition <br />to public access on the eastern side, while focusing on maintaining as much green <br />
