Regular City Couneil Meeting <br />Monday, February 11, 2008 <br />Page 24 <br />barrier as possible, to provide access while keeping it protected to maintain the <br />natural quality. <br />Mayor Klausing clarified that he was suggesting preservation of outside access, <br />rather than a private, corporate campus to access the lake and park; and not to bar- <br />ricade it with structures. <br />Councilmember Roe expressed a concern about the location of the buildings rela- <br />tive to the design criteria, suggesting a new approach to a corporate campus, not <br />just an island to itself, but integrated into the community context as an amenity to <br />the neighbors on the south and west, with com~ectivity, and not isolating Twin <br />Lakes Parkway as only a roadway serving the redevelopment area, but working <br />well with the rest of the community context. <br />Councilmember Pust questioned the need for such an expanse of surface parking, <br />given the parking structures on site. <br />Mr. Trudgeon noted that parking was under discussion now, based on corporate <br />need and whether additional levels could be added to the parking structure. <br />Councilmember Ihlan expressed concern about the scope of the notice given for <br />the Planning Commission Public Hearing, and spoke in support of increasing that <br />range beyond the recently-adopted 500' scope; to that similarly used in previous <br />Twin Lakes Redevelopment notices. <br />Mr. Trudgeon noted that, when the Planning Commission Public Hearing notices <br />were mailed for this project, the new 500' notice area had yet to be formally <br />adopted; so staff had defaulted to the past practice of the longest length beyond <br />500'. <br />Klausing moved, Pust seconded, suspension of rules to consider a new item. <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Roe; and Klausing. <br />Nays: None. <br />Ihlan moved, Pust seconded, directing staff to send new notice of the upcoming <br />continued Planning Commission Public Hearing (March Planning Commission <br />meeting) and to extend the notice boundaries area, as previously established for <br />the Twin Lakes notice area. <br />Mayor Klausing spoke in support of the motion; however, questioned the fairness <br />and equity provided with inconsistent notice requirements. <br />
