Mr. Malinen sought reconsideration, based on the cost differentials, for publication of ordinance summaries, rather than full ordinances (#1358 and #1359). Mayor Klausing asked Councilmember Ihlan if she would be willing to reconsider her vote to publish only ordinance summaries for these two actions. Cotuncilmember Ihlan noted that she had continuing concerns with the Subdivi- sion Ordinance and Zoning Overlay District; and sought to ensure that citizens knew exactly what the ordinance entailed. However, Councilmember Ihlan agreed to reconsider publishing the ordinance summaries, in light of the cost; and opined the need for the Council to provide broader land use notice (i.e., Twin Lakes Redevelopment Area) for land use issues. Pust moved, Ihlan seconded, moved to approve ordinance summaries for Ordi- nance 1358 and Ordinance 1359, enacted at the January 28, 2008 City Council meeting, but without 4/5 majority vote for publication approval of an ordinance summary, rather than an entire ordinance, at that time. Mayor Klausing thanked Councilmember Ihlan For reconsidering her past vote; and clarified for the public the availability of each ordinance, in its entirety, at City Hall or through the City's website. Roll Call Ayes: Kough; Pust; Ihlan; Roe; and Klausing. Nays: None. Recess Mayor Klausing recessed the meeting at 6:55 p.m. and reconvened at 7:06 p.m. Mayor Klausing advised that the agenda had been revised to accommodate vari- ous schedules, as the meeting was running ahead of schedule. Mayor Klausing reintroduced HRC Chair Janet Delmore, and Third Place Essay Winner Grace Wilson who read her essay; and introduced her family. Mayor Klausing thanked Ms. Wilson; recognized her family who was in atten- dance, and thanked them for participating. 11. Other Business Items (Action Items) c. Consider Financial Policies Finance Director Miller provided the six separate budget and financial policies that had served as a guide in formulating the 2008 budget; and sought Council ratification for their use in the 2009 budget process.
