<br />Operating Budget Policv
<br />Councilmember Pust requested that this policy, on lines 63 and 68 of page two,
<br />reflect Council discussion and consensus that a policy and fiscal analysis be pro-
<br />vided by staff to new programs or proposals, as well as program or service expan-
<br />sion or reduction.

<br />Mayor Klausing sucgested the Council consider the provisions under Section
<br />103.05 of the City Code which limits City Manager authority to purchases up to
<br />$5.000.
<br />Operating Fund Reserve Policv
<br />Councilmember Roe noted a technical update on this policy, page 10, line 337,
<br />recognizing that the Taxpayer Reduction Fund had been abolished, and language
<br />should so reflect that change.
<br />Mr. Miller advised that, since the changes were adopted by resolution, staff would
<br />prepare a resolution for those policies needing revisions/corrections, and present
<br />them at the next City Council meeting for review and consideration.
<br />Misc.
<br />Councilmember Ihlan questioned the hiring of consultants by departments, the
<br />threshold amount, and what triggered Request for Proposals; and the specific pol-
<br />icy addressing such an issue.
<br />Mr. Miller advised that this item did not get addressed as part of the Financial
<br />Budget Policies; but that the City did follow a Professional Services Policy, in ad-
<br />dition to many other policies of the City Council over the last few years. Mr.
<br />Miller offered to bring those, along with any others requested or past practices be-
<br />fore the City Council for review and discussion at their direction.
<br />Councilmember Pust advised that she had been unaware of a policy related to
<br />Professional Services, and asked that staff provide that Policy, along with their
<br />revisions of the six (6) policies under discussion, opining that it had financial im-
<br />plications.
