b.Modification of Senior Housing Regeneration Program Criteria <br />Ms. Bennett provided some background on the Senior Housing Regeneration Program and <br />explained that the program is a way to provide affordable housing by negotiating with seniors to <br />purchase their homes and rehabbing and reselling those homes to first-time homebuyers that meet <br />certain criteria. The Greater Metropolitan Housing Corporation (GMHC) administers the <br />program and it has asked the Roseville RHRA to relax the requirement that the homes be sold to <br />households of two or more with one member under the age of sixteen for one particular property <br />at 960 Lovell Ave. This two-bedroom home has been on the market since July 2006. <br />Chair Majerus noted that the RHRA is incurring costs by not selling this home in a timely manner <br />and urged members to keep that in mind when considering this request. <br />Member Kelsey expressed a concern about the marketing methods used by GMHC. Ms. Bennett <br />remarked that the home had been marketed by a GMHC real estate agent with extensive <br />experience working with first-time homebuyers. Ms. Bennett also remarked that the home had <br />been marketed on the RHRA website and at Roseville’s Home & Garden Fair. Ms. Bennett also <br />suggested the possibility of a direct mailing to market the home to apartment dwellers. <br />Member Kelsey wondered if those methods will change in light of the softening real estate <br />market. Ms. Bennett indicated that Carolyn Olson of GMHC was to have been present at this <br />meeting and thus could have addressed those concerns; however she could not attend due to <br />illness. Ms. Bennett suggested inviting Ms. Olson and the GMHC real estate agent to a future <br />RHRA meeting to discuss the marketing issue further. <br />Member Pust inquired as to the holding costs of the property ($1000.00/month). Ms. Bennett <br />indicated that GMHC is incurring the actual holding costs as there was no cash outlay from the <br />RHRA; however those holding costs will be passed on to the RHRA as they increase the gap <br />which the RHRA will need to write down when the home is sold <br />Member Kelsey provided direction to staff to invite GMHC to attend next month’s meeting to <br />receive an update on first-time homebuyer programs and discuss marketing strategies in Roseville <br />and the other communities they serve. <br />Motion:Member Kelsey moved, seconded by Member Maschka, towaive specifically for <br />the property at 960 Lovell Ave, one of the homebuyer criteria under the Senior Housing <br />Regeneration Program, administered by the Greater Metropolitan Housing Corporation, to <br />allow individuals or families without a child under sixteen to purchase the home. <br />Ayes: 5 <br />Nays: 1 <br />Motion carried. <br />9.Information, Reports and Other Business <br />a.Update on RHRA Staffing <br />CD Director John Stark provided a brief update on the April 16 City Council meeting at which <br />RHRA staffing options were discussed.
