(wholly funded by the RHRA) which would office within the Community Development <br />Department. Mr. Stark indicated that the City Council was also amenable to making future <br />changes regarding existing staff that would allow the Community Development Department <br />Director to serve as the Executive Director for the RHRA. <br />Mr. Stark indicated that Ms Bennett and himself would create a job description for the new <br />Housing Program Coordinator position and distribute via e-mail to Chair Majerus and the other <br />RHRA members for their approval. Chair Majerus indicated his desire to fill the position as <br />quickly as possible. <br />b.Housing Improvement Area Survey Results <br />Ms. Bennett explained that the RHRA was asked by the City Council to gather some background <br />information about creating a Housing Improvement Area (HIA) at the request of Westwood <br />Village I. As a part of that process, staff sent a survey to condominium and townhome <br />associations as well as an e-mail survey to the membership of the Minnesota Chapter of the <br />American Planning Association. <br />Ms. Bennett summarized the condominium and townhome association survey results and <br />indicated that most of the respondents had adequate budgets to fund ongoing maintenance and <br />long-term repairs; of the nine respondents, only two appeared have inadequate budgets to fund <br />ongoing maintenance and long-term repairs and thus could potentially have a need to access this <br />program if it was available in the city of Roseville. <br />Ms. Bennett summarized the results of the e-mail survey stating that only three of the twenty- <br />three respondents had used a HIA. Those respondents had generally positive comments about <br />this program. Ms. Bennett summarized the funding methods that were used by those respondents <br />to create the HIA. <br />Member Kelsey made note of federal funding options that were used by one of the respondents in <br />addition to a HIA. Ms. Bennett remarked on comments by another respondent that recognized <br />the benefit of requiring an association to create a financial plan as part of receiving funds through <br />the creation of a HIA. <br />Ms. Bennett remarked on the relatively low response rate to the condominium and townhome <br />association survey and indicated that staff is still in the process of collection information. <br />Member Masche acknowledged the difficulty sending a survey to such associations, and <br />remarked on the need for the HIA application process to be clearer. Member Masche suggested <br />an informational process to educate condominium and townhome associations on Housing <br />Improvement Areas. Member Masche also made note of the valuable housing diversity that <br />condominiums and townhomes offer Roseville residents. Ms. Bennett indicated that there is a <br />“sunset” clause (2009) on the Housing Improvement Area statute. <br />c.Update on Lot Split Study – verbal report <br />Mr. Stark presented a brief summary of the Lot Split Study report given at the April 16 City <br />Council meeting. Mr. Stark indicated that the Lot Split Study recommendations would be <br />finalized at the May 2 Planning Commission meeting and delivered to the City Council at their <br />May 14 meeting instead of the April 30 City Council meeting as originally scheduled. <br />5 <br /> <br />
