City of Roseville - HRA Minutes for February 21, 2006Page 4 of 6 <br />A.Delay Action & Reevaluate in One Year <br />B.Establish a Citizen Advisory Group on Rental Housing <br />C.Establish a Citizen-Lead Housing Visioning Process <br />D.Do Nothing but Increase Education & Communication <br />E.Adopt the Rental Ordinance with the following modifications <br />No annual inspection required, small licensing fee--$25 with a $5 renewal fee if no tenant or <br />ownership changes, only have the authority to inspect if there is a complaint or violation <br />observed, and remove utility bill language. <br />F.Adopt as proposed with no modifications <br />G.Consider adopting a rental unit licensing program for all units (large and small), <br />effective in 2007 <br />H.Request Planning Commission to review a minimum/maximum parking within the <br />zoning code <br />Member Scheunemann explained that such an ordinance attempts to deal with the few non- <br />compliance properties in the City. <br />Member Kelsey explained that any of these alternatives have financial implications.foo <br />Member Millasovich suggested that the HRA and City Council should delay action on an ordinance <br />but provide education and communication with an ombudsman. <br />Member Bean explained that doing nothing is a concern because of the growing number of rental <br />properties in the City affecting neighborhoods. The HRA should do something to start the process; <br />the City should not be the only community without an ordinance to address these issues. <br />Chair Majerus likes a combination of the alternatives such as B., C. and H. and that the HRA should <br />ask the Council to direct the HRA to establish a Citizen Advisory Group. <br />Member Kelsey noted that Alternative A. should be included so that the HRA can provide funding for <br />additional support to implement the maintenance code if needed for it to be successful. <br />Member Bean said the HRA should focus on Alternative B. and make a recommendation from that to <br />the City Council as soon as possible. <br />Motion: Chair Majerus moved, seconded by Member Bean, to recommend the following to the <br />City Council and discuss the recommendations with the City Council on March 20, 2006. <br />Delay in action on the establishment of a rental licensing program to more fully evaluate the <br />? <br />affects of the Council adopted Roseville Housing Maintenance Code. <br />Reallocate the HRA budget for rental licensing to fund necessary contracted inspection staff <br />? <br />to successfully help address the increase in code compliance generated by the Housing <br />Maintenance Code. <br />Establish a Citizen Advisory Group to more fully review and study the issues associated with <br />? <br />rental properties including the review of Roseville’s draft ordinance, evaluation of data and <br />complaints, and seek additional public comment from neighbors living next to rental housing, <br />people living in rental housing and landlords. <br />Participate in the Council visioning process regarding housing issues in Roseville. The <br />? <br />housing component of the visioning process would address affordability, neighborhood <br />balance, life cycle housing, and diversity.
