City of Roseville - HRA Minutes for March 21, 2006Page 2 of 5 <br />Motion carried: 7-0 <br />7.Public Hearing <br />None <br />8.Action Items <br />Consider Modifications to Housing Redesign Program 2006 (HF0006) <br />a. <br />Executive Director Bennett provided a history regarding the program, a review of the assessment <br />information and provided possible modifications and/or exceptions dealing with the maximum <br />valuation requirement. <br />Based upon the review of existing value numbers and the relationship between low value homes to <br />total value, staff suggested that the HRA consider the following exception to the minimum valuation <br />criteria to enable residents who meet and exceed the goals of the program to be considered for the <br />All of the following must be met. <br />design grant program. <br />17% <br />a.The % of building to total value must be under the average of . Currently <br />that amount would be $291,600 and is still a relatively affordable property for a middle income <br />family but the HRA is not funding properties with a really high value. <br />must be owned <br />d.The property by a family of two or more with one person under the age of 16. <br />This is one of the most important goals the HRA has set to attract and retain families. <br />Chair Majerus noted that the intent of the program should always be focused on improvement of the <br />house and is happy with the criteria as a way to address low value homes. <br />Member Kelsey wanted HRA member comment regarding moving the family size criteria as a <br />required element since this is a key goal of the HRA. <br />Member Maschka preferred to not make that a requirement for the general review of the applications <br />to allow the HRA to consider non-family specific housing where there is a need to use the program. <br />Member Bean also liked the criteria as it is currently outlined and did not want to make family size <br />required for general applications but felt good about making that a requirement when the HRA is <br />considering an exception regarding valuation. <br />Member Kelsey noted that it is important to make sure that the program is serving neighborhoods <br />where there is overall lower value and would like to see the program target these areas. <br />Chair Majerus agreed that the program should focus on particular neighborhood and the HRA should <br />look at that when they are reviewing applications. <br />Member Bean asked if the funds set aside each year are ever all used. (No).
