(HF0042) <br />b. <br />tabled <br />Executive Director Bennett noted that the application was at the February meeting to more <br />fully review the low home value (45,700) and high land value ($244,400) which brought the total <br />assessed value to $290,100. The minimum eligibility criteria requires that the assessed value be at <br />or below $233,200 for 2006 (includes 8% inflation amount over 2005). <br />Bennett reviewed the new criteria approved by the HRA with the application information and noted <br />that the applicant met the exception criteria. <br />Motion: Member Millasovich moved, seconded by Member Scheunemann, to approve the <br />Lindgren application by meeting the approved exception criteria for valuation. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried: 7-0 <br />Support for Ramsey County CDBG Application -- CCHT -- HarMar Apartments (HF0039) <br />c. <br />Executive Director Bennett noted that Central Community Housing Trust (CCHT) is requesting the <br />Roseville HRA’s resolution of support for its application to Ramsey County for $800,000 in <br />acquisition funds associated with their purchase of the Har Mar Apartments in Roseville. <br />Member Kelsey declared that she has a conflict of interest with this item and that she will be <br />abstaining from voting on the resolution. <br />Motion: Member Maschka moved, seconded by Member Elkins, to approve a resolution in <br />support the Central Community Housing Trust application to Ramsey County for acquisition <br />funding for Har Mar Apartments. <br />Ayes: 6 <br />Nays: 0 <br />Abstain: 1 <br />Motion carried: 6-0 <br />Process for Review of Roseville Rental Housing - Citizen Task Force (HF0036) <br />d. <br />Executive Director Bennett provided a summary of the suggested process for establishing a Citizen <br />Advisory Group to more fully study the rental housing issues in the City. Chair Majerus noted that the <br />recommendations were well received by the City Council. In addition, Chair Majerus passed out a <br />memo from the City Council regarding their visioning process asked for the HRA’s feedback and <br />support in their efforts. <br />Member Maschka noted that the timing for this effort could not be better and agreed that there was <br />support from the Council. <br />Member Bean was also pleased with the Council response and that the process for a Council <br />Visioning on housing will coordinate nicely with the HRA Citizen Advisory Group specifically on <br />rental housing issues. She encouraged the HRA members to not wait to address the rental housing <br />issues as part of the overall community visioning process but rather make the process separate so it <br />does not get lost in the broader housing vision. <br />Member Maschka agreed that the process should be separate and the HRA should continue with the <br />Citizen Advisory Group immediately. <br />Chair Majerus noted his support for the distribution of people on the Advisory group. <br />Member Maschka also noted that the proposal is good and has a good cross section of people. <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2006/hram060321.htm3/10/2008 <br /> <br />
