City of Roseville - HRA Minutes for April 18, 2006Page 3 of 5 <br />successful with an outside facilitator assisting with the meetings and reports and that the CPPP has <br />provided a proposal as attached to the meeting packet to assist with that process. <br />Member Kelsey asked if other consultants were asked to provide proposals. (No) Executive Director <br />Bennett noted that there is no statutory requirement to get more than one proposal for consulting <br />services over $50,000. CPPP was asked to provide a proposal based upon their past work with the <br />HRA and Roseville neighborhoods. <br />Member Kelsey suggested that the funds be taken from neighborhood enhancement rather than <br />marketing and studies. Bennett noted that this would require a budget amendment but was certainly <br />reasonable since the work is furthering study of rental housing issues. <br />Motion: Member Kelsey moved, seconded by Member Elkins, to approve the attached <br />proposal from the Center for Policy, Planning and Performance (Barbara Raye) to facilitate <br />the Roseville HRA Citizen Advisory Group Process for an amount not to exceed $8,000 and to <br />amend the neighborhood enhancement budget by this amount from the rental licensing <br />program to professional services. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried: 5-0 <br />City Council request for funding support of Roseville Visioning Process (HF0046) <br />c. <br />Executive Director Bennett summarized the Vista 2010 process and noted the Council requested <br />that the HRA help participate financially in the City visioning process. The city council’s proposal is to <br />have the HRA pay for 60% of the costs up to $30,000, and for the City to pay 40% of the costs up to <br />$20,000. The total amount of the visioning process would be no more than $50,000. A cost sharing <br />agreement has been attached for HRA review and consideration. <br />However, Ms. Bennett also noted that to enter into this agreement, a budget amendment must be <br />approved to take funds that were earmarked for the Rental Licensing program for this project. <br />Member Millasovich felt that $30,000 was a significant portion of the HRA’s budget and wondered <br />why the HRA was being asked to fund 60% of the cost when the housing issues are only a small <br />portion of the visioning? She wondered how much say the HRA has in the process. <br />Member Bean agreed but thought that the process that is proposed is needed and fabulous. She <br />noted though that the $30,000 is a big portion of the funds set aside for rental licensing and this <br />would need to be made up in the future. She wondered if this amount was negotiable. <br />Chair Majerus noted that the HRA should participate and assist in funding it. However, he did <br />wonder how the $30,000 got attributed to the HRA and would like clarity prior to approving the <br />agreement. He suggested that this item be tabled until the member’s questions could be answered. <br />Motion: Chair Majerus moved, seconded by Member Bean, to table the approval of the cost <br />sharing agreement with the Roseville City Council in an amount not to exceed $30,000 to help <br />fund a City visioning process until the May meeting <br />Ayes: 5 <br />Nays: 0 <br />Motion carried: 5-0 <br />Set date for 2006 Housing Tour (HF0037) <br />d. <br />Executive Director Bennett noted that the last bus tour the HRA held was in June 2003. The tour <br />was on a Tuesday evening from 5-7:30. The tour included visiting approximately 50 properties in <br />Roseville and included new developments, redevelopment sites, code compliance homes, renovated <br />homes funded by the HRA and affordable homes provided with public assistance. For another tour <br />this year a bus would need to be rented that would cost between $300 - $350. Refreshments and <br />snacks would also be served.
