City of Roseville - HRA Minutes for June 20, 2006Page 4 of 5 <br />Request for Funding Application Submittal under the Minnesota Consolidated Request for <br />c. <br />Proposal for Har Mar Apartments by Central Community Housing Trust (HF0039) <br />Executive Director Bennett provided a summary of the request by non-profit housing developer <br />Central Community Housing Trust (CCHT) for support in their application for funding from Minnesota <br />Housing Agency for the renovation and redevelopment of the Har Mar Apartments in Roseville. In <br />addition, Ms. Bennett noted that CCHT would also like the RHRA’s support to explore the use of <br />existing HRA funds for the project and the evaluation of tax increment financing to fill the gap in <br />funding the project renovation. Mr. Bennett suggested that the HRA direct staff to consult with HRA <br />Attorney Krass Monroe on the review of tax increment financing for the project along with the use of <br />existing HRA funds and come back with a specific recommendation to the HRA at a future meeting. <br />Chair Majerus wondered why CCHT does not just tear down the project and start over. CCHT noted <br />that their total unit cost is below new construction so it does make sense to keep the structure. <br />However, renovation of this scope is very expensive. <br />Motion: Member Elkins moved, seconded by Member Scheunemann, to adopt the resolution <br />of support for the Central Community Housing Trust application to Minnesota Housing <br />Agency for the renovation and redevelopment of the Har Mar Apartments at Snelling and Hwy <br />36 in Roseville. <br />Ayes: 3 <br />Nays: 0 <br />Abstain: 1 <br />Motion carried. <br />Chair Majerus requested clarification on what CCHT is requesting for funding. <br />Member Kelsey noted that under a typical request that the HRA finance subcommittee could do the <br />review for use of HRA existing funds but since she sits on the finance subcommittee and she has a <br />conflict due to her employment with the company she recommends that outside firm review the <br />finances for the project along with the Tax Increment Financing request which would need final City <br />Council approval. <br />Member Elkins noted that CCHT is a quality company and supports their work here in Roseville. <br />Motion: Member Elkins moved, seconded by Member Kelsey, to direct staff to consult with <br />the HRA attorney, Krass Monroe regarding the review of HRA funding and tax increment <br />financing to Central Community Housing Trust for the renovation and redevelopment of the <br />Har Mar Apartments in Roseville. <br />Ayes: 3 <br />Nays: 0 <br />Abstain: 1 <br />Motion carried. <br />9.Information and Reports <br />Update on HRA Citizen Advisory Group Meeting Process <br />a. <br />Member Scheunemann provided a summary of the meetings, orientation and summary of codes <br />information from city staff, Don Munson, which was very interested and informative. Mr. Munson <br />presented a situation on Woodhill that has been a long process. Member Scheunemann asked why <br />it takes so long to resolve these issues and is under the impression that the City Council requires <br />their review at least two times before staff can take the appropriate action. This is too long of a <br />process and a recommendation to the City Council as part of this process is to allow the city staff to <br />be able to move forward and enforce the codes without Council approval. City codes are provided to <br />allow staff to make these decisions and that they should be allowed to use their authority rather than <br />bring each case back to the council. <br />Member Kelsey heard that the citizens that have been dealing with these issues for a long time <br />where told by staff that they needed to go back to Council.
