(HF0026) <br /> <br />Motion: Member Kelsey moved, seconded by Member Hermes, to approve the transfer of funds for <br />financial services in the amount of $243 and staff services in the amount of $3,750 for April 2005 per the <br />contract with the City of Roseville for HRA activities and accept 1st quarter attorney fees. <br /> <br /> <br />Ayes: 4 <br />Nays: 0 <br />Motion carried <br />  <br />Action Items <br />7. <br /> <br />a) Consideration of 2005 Housing Redesign Program Application for design services in conjunction with <br />the improvements at 937 Orchard Lane in Roseville. <br /> <br /> <br />The owners of 937 Orchard Lane, Margaret & Greg Kroening submitted an application for the program in early <br />March for review. As part of the program review process an eligibility criteria checklist was prepared. On March <br />15, 2004, the Roseville Development Review Committee reviewed the application, eligibility criteria checklist and <br />renovation plan and concluded that the project pre-qualified for reimbursement of ½ of the design fees up to <br />$6,000 for the renovation work which is an eligible expense under the program guidelines. The DRC required <br />that the new addition must blend together in both color and materials with your existing home. In addition, the <br />DRC suggested that the residential inspector review the plan to ensure that the existing garage is structurally <br />stable to accommodate the addition prior to issuance of a building permit. <br /> <br />The residential inspector has reviewed the plans and the building permit has been issued. The project provides <br />an addition over the existing 2-car garage which is detached and built into the hill. The project includes a new <br />entry attached to the existing home, a bathroom addition, laundry room and master bedroom suite. The family <br />will use this new room as a family room. In addition, the homeowners will complete the re-landscaping of the <br />yard. The current family room in the existing home will be converted to a dining room. The homeowners had <br />previously completed a bath renovation in the home as well as redid all the woodwork and replaced the interior <br />doors. <br /> <br />The Kroenings are young homeowners with 2 children wanting to stay in Roseville. They meet the new eligibility <br />criteria established by the HRA in 2004. The addition will provide the Kroenings with the additional space they <br />need for a growing family. Although construction started on the project in late March, they are hopeful that the <br />HRA will approve their request to assist in helping to reimburse a portion of the design costs associated with the <br />project which is estimated to be over $100,000. <br /> <br />Member Kelsey supported the project and asked for details from the Kroenings about why this house and <br />location. Mr. Kroening explained the location decision. <br /> <br />Chair Majerus supported the project. He asked what the neighbors have said about the project. Mr. Kroening <br />said neighbors have been positive. Many neighbors are also interested in the upgrading of the neighborhood. <br /> <br />Member Hermes asked for details of the roof lines. Mr. Kroening displayed a model which illustrated the <br />matched pitch roof areas and dormer area. <br /> <br />Member Kelsey noted that the application form should be revisited to have the correct home valuation, and how <br />long has the applicant lived in Roseville, and why the applicant is re-investing in the community.
