City of Roseville - Housing & Redevelopment Authority Meeting Minutes for May 17, 2005Page 2 of 5 <br />the contract with the City of Roseville for RHRA activities and accept 1st quarter staff and HRC report. <br /> <br /> <br />Member Hermes asked Chair Majerus at what point/when a new RHRA will be appointed (Mayor appoints and it <br />will be discussed at the June 2005 meeting). <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br />  <br />Action Items: <br />7. <br /> <br />a) Report on Neighborhood Meetings and Review Next Steps (HF25). <br /> <br />RHRA Executive Director Cathy Bennett provided a summary of the neighborhood meeting process. <br /> <br />In October 2004, the RHRA developed a process to evaluate a Neighborhood Enhancement Program. <br />Beginning in November 2004 the RHRA conducted an educational process to learn about the issues as well as <br />programs that other communities have implemented to address housing and neighborhood concerns. In <br />February 2005, the RHRA approved a series of neighborhood and business meetings to review and discuss <br />neighborhood housing issues throughout the community. Over 160 people attended. <br /> <br />As part of the Neighborhood meeting process, the RHRA hired Barbara Raye and Carol Swenson of the Center <br />for Policy, Planning and Performance (CPPP) to facilitate and then summarize the findings from each meeting. <br /> <br />The process included five neighborhood meetings and four business meetings (commission chairs, local <br />realtors, multi-family owners and representatives and a joint school officials and realtors meeting) held in March, <br />April and May. <br /> <br />Barbara and Carol provided the RHRA with a summary of these community conversations, the general themes, <br />the most compelling resident views and their findings on housing issues. <br /> <br />The RHRA received a copy of the summary report. <br /> <br />Barbara recommended sharing the draft report, creating more dialogue on programs and policies and increase <br />the promotion of existing programs. She also recommended enhanced Code efforts, weighing the cost and <br />equity of new initiations, and to build upon the leadership of the RHRA and its community input process. <br /> <br />Member Kelsey asked how the City can improve communications with the schools. Roseville schools asked for <br />help. Member Hermes thanked residents and school representatives, RHRA, and all others who attended. <br /> <br />Chair Majerus suggested next steps to include meeting with the Chairs group, providing the report to the City <br />Council and the community including the distribution specifically to those that participated. <br /> <br />Member Kelsey recalled that the RHRA hosted a “Housing Summit” in 2004. Chair Majerus suggested that after <br />bringing the info to the Chairs and the City Council that a “Housing Summit 2005” be held. <br /> <br />Member Bean suggested increasing code enforcement explanation in the “Wrap”. The Codes need better <br />explanation to the public. Member Kelsey expressed concern with the Wrap items as they are not specifically <br />focused on codes and housing and may be overlooked. She wondered if the RHRA could do target marketing to <br />provide better communications to realtors regarding rehab of the housing stock and neighborhoods with spring <br />events such as Shoreview’s “Shine” program. Member Hermes asked if RHRA could host a code enforcement <br />week and use the City bulletin boards for events. <br /> <br />Executive Director Bennett suggested developing an action step to create targeted marketing. She suggested <br />action steps oriented to budgets in the next few months. Member Millasovich reminded that Roseville is a senior <br />community where seniors would be the audience and that the web is not always the best source of marketing for <br />that target market. She suggested using the Roseville Review and the Roseville Cable Channel. <br /> <br />Barbara Raye suggested using the information already gathered as the justification for programs moving <br />forward. The RHRA could follow up with attendees at the community block clubs as focus groups. The citizens <br />can be engaged to ask for solutions (empowerment) from participants in the community meetings. Education <br />provides information and creates visibility for the RHRA. <br /> <br />Member Hermes, Member Kelsey and Chair Majreus will work with the Finance subcommittee to create a <br />budget impacts based upon action steps suggested. <br /> <br />Chair Majerus will coordinate across all commissions and put the benefits back in the hands of the citizens. <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2005/hram050215.htm3/12/2008 <br /> <br />
