City of Roseville - Housing & Redevelopment Authority Meeting Minutes for June 21, 2005Page 2 of 4 <br />funds and/or assistance available to address the need for single family, owner-occupied affordable housing. The <br />Family Housing Fund, the Greater Metropolitan Housing Fund, the Metropolitan Council, the Minnesota <br />Department of Corrections and the Minnesota Housing Finance Agency join together on this application process <br />to apply their funds collectively to projects that meets their objectives. <br /> <br />The HRA supported the submission of an MHFA consolidated request for proposals in February, 2005. The <br />request for MHFA funding under this application for 311 County Road B was not supported at this time due to <br />the competitiveness of other applications and readiness of this project. Staff has had discussions with MHFA <br />staff and they are encouraging the HRA to resubmit the application and proceed with land control and planning. <br /> <br />Member Kelsey recommended moving forward after having an opportunity to visit the site as this would be a <br />good location to expand the number of first time home buyer units in Roseville. Member Kelsey noted that any <br />application to MHFA should also be forwarded to the City Council for support as well. <br /> <br />Member Hermes asked if moving forward would commit the HRA to the project (no). <br /> <br />Member Kelsey suggested that the HRA make a purchase offer to the owner representative as this will <br />strengthen the funding applications. Member Kelsey noted that any purchase offer however should be <br />contingent upon soil studies, environmental studies and securing adequate funding. <br /> <br />Member Hermes suggested an offer at the appraised value as a start and if the owner representative wanted to <br />have another confirmation appraisal that it should be done and paid for by him. Member Hermes also noted that <br />she walked the site and using her professional real estate expertise felt that the site did have some limitations <br />due to the grade and possible soils and that this may limit the number of units that can be built on the site. <br /> <br />Motion: Member Kelsey moved, seconded by Member Hermes, to approve the submission of the Single <br />Family Consolidated Request for Proposal and direct HRA staff to make an application for 311 County <br />Road B with the City Council support. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Bean moved, seconded by Member Kelsey, to make a purchase offer on the site for the <br />appraised value with environmental, soil condition contingencies and based upon successful funding <br />applications for the site purchase and development drafted and reviewed by the HRA attorney. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Member Kelsey also suggested that a subcommittee (non-majority) of the HRA be on hand to review issues <br />relating to the project in-between regular HRA meetings. The subcommittee would include Kelsey, Hermes and <br />Scheunemann. <br /> <br />b) Review Neighborhood Enhancement Program Action Steps (HF25) <br /> <br /> <br />Executive Director Cathy Bennett explained that the draft report was distributed to the community for comment <br />and feedback and that she has prepared sample action steps based upon the comments from the resident <br />meetings. Bennett requested comment on the action steps and suggestions for others. <br /> <br />Chair Majerus mentioned that this was a good process but also felt that it was critical to get input from the City <br />Council prior to recommending action steps. He is interested in sitting down with the City Council to discuss the <br />process and community feedback as soon as possible. Chair Majerus noted that the HRA has an opportunity to <br />review the report and community comments with the City Council at the July 18 work session. <br /> <br />Member Bean felt it was important to have the action steps in front of the Council and wondered if it would be <br />helpful for the HRA to prioritize them at least initially to reflect what they perceived as most important. She felt it <br />is important to have the Council help the HRA prioritize the action steps together as a team since they are <br />community issues. <br /> <br />Member Kelsey noted that it is very important to have the facilitator, Barbara Raye, provide the same summary <br />of the report to the Council and help facilitate the discussion regarding action steps so that the Council and HRA <br />can come to conclusions together prior to budget discussions. <br /> <br />Member Scheunemann noted that a full time fire department could do rental licensing inspections. <br /> <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2005/hram050621.htm3/12/2008 <br /> <br />
