City of Roseville - Housing & Redevelopment Authority Meeting Minutes for June 21, 2005Page 3 of 4 <br />Motion: Member Kelsey moved, seconded by Member Bean, to recommend discussion of the attached <br />possible action steps, which are in response to resident concerns heard during the HRA neighborhood <br />meetings, with the City Council on July 18, 2005 after a presentation on the report and meeting by <br />facilitator Barbara Raye. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />c) Appointment of HRA/LDC Secretary to replace Sam Marks <br /> <br />With the resignation of Sam Marks, there is a vacancy on the HRA Board and the Local Development <br />Corporation to act a Secretary that needs to be filled. <br /> <br />Motion: Member Majerus moved, seconded by Member Kelsey, to appoint Member Jill Bean as Secretary of the <br /> <br />Roseville Housing & Redevelopment Authority and Local Development Corporation for 2005. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />  <br />Information, Reports and Other Business <br />8. <br /> <br />a) Discuss 2006 Budget Process and Preliminary Budget (HF31) <br /> <br />Executive Director Bennett provided a brief summary of the budget review process and a summary of <br />expenditures to date. Bennett noted that the funds (HRA General Levy and CDBG Restricted Funds) have been <br />separated for ease in reporting as many of the HRA programs and administration costs are not eligible to be <br />paid for by the CDBG funding source. Bennett also noted that the Finance Subcommittee met to discuss the <br />current 2005 budget expenditures and possible new programs as well as structure of the 2006 budget. <br /> <br />Member Kelsey asked if the Home & Garden program could become its own fund in 2006 since it was paid for <br />by exhibitor and sponsor fees. <br /> <br />Chair Majerus provided a summary of the finance subcommittee meeting noting that there was a discussion <br />regarding facilitation and support for more public/private partnerships in the delivery of housing programs and <br />services to help bridge the funding and programming gaps and maximize the success for programs. Questions <br />were asked regarding how would public/private partnerships help to get the information out and facilitate better <br />funding applications as well as are the proposed programs the best use of our dollars? <br /> <br />Member Hermes noted that the subcommittee talked about the focus on a broader picture and what Roseville <br />should look like in 10 years. If targeting young families and making Roseville more appealing is the ultimate goal <br />then the programs should always be reflective of this. She noted that there needs to be more focus in out <br />programming. <br /> <br />Member Kelsey added that the subcommittee talked about two specific programs to be implemented in 2005 <br />using existing funds to provide focus on increasing young family ownership and investment in housing in <br />Roseville. She provided a brief summary of each program and asked that staff bring back specific program <br />guidelines and cost estimates in July for review and action by the HRA. The programs include providing funding <br />for the Senior Housing Regenerations Program with more partnership with local realtors as well as provide a <br />loan program to families for home renovation projects. <br /> <br />Chair Majerus noted that each program should evaluate how they can be best facilitated using existing <br />resources and discuss a partnership with GMHC (provider of the Senior Housing Regeneration Program) to <br />create a win/win situation for new homeowners achieving the HRA’s goals. <br /> <br />Member Hermes noted that there should be a blueprint for the community and a plan for the future. <br /> <br />Member Bean noted that looking at the budget split between two funds is critical because it shows clearly how <br />there is a need for community funding to support even the existing programs (such as the Housing Resource <br />Center) and that they could be in jeopardy of continuing. <br /> <br />Member Kelsey noted that this is a good opportunity to work with the Council in understanding the issue and <br />funding strategies so that everyone can move forward together to achieve better neighborhoods and quality <br />housing in Roseville. <br /> <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2005/hram050621.htm3/12/2008 <br /> <br />
