City of Roseville - Housing & Redevelopment Authority Meeting Minutes for September 20, 2005Page 3 of 3 <br />Member Scheunemann suggested that compliance requirements that included a building, electrical or <br />plumbing permit may not need a re-inspection if the contractor certifies that the work have been <br />completed and a final permit is issued. He also noted that there should be a stiff penalty if the work is not <br />completed within the time frame provided. This will serve as an incentive to the owner to get the work <br />completed in a timely manner. He also explained that the age of the homes in Roseville is an issue and <br />that in some other communities they require that the owner or management company to be posted at the <br />front door for emergency issues such as police or fire. <br /> <br />Member Kelsey asked how many other cities have the HRA administer the program. Bennett noted that <br />there are many structures of HRA’s within Cities and that no direct comparison is possible. She noted that <br />the City of Morris does administer the ordinance though a contract with the City. Member Kelsey <br />suggested that the HRA attorney review the ordinance for liability and to protect the interest related <br />specifically to the HRA. Member Kelsey asked what the incentive was for them to administer the program. <br />Bennett noted that the HRA have more tools to help complete improvements and being part of the <br />process will help keep the HRA informed of the housing issues within Roseville’s neighborhoods for future <br />program planning. <br /> <br />Member Bean felt that this was a good joint project for the HRA and the City working together on housing <br />issues. <br /> <br />Member Millasovich asked if the fees are expected to cover the cost of the program. (No – maybe ½ of <br />the program costs would be covered with the fees.) <br /> <br />Member Kelsey explained that the fees, especially for re-inspection and non-compliance, should be high <br />enough so that there is a reason to “think twice” about not making the improvements. Also she wondered <br />how the HRA could adapt incentives for managers or landlords to make the improvements. <br /> <br />Chair Majerus noted that there should be regular review, possibly quarterly, regarding the status of how <br />the program is going with the expectation that if changes need to be made mid-year they will be <br />recommended to the Council immediately rather than waiting until years end. <br /> <br />Bennett explained some additions staff is suggesting to the ordinance. <br />1.Required that either the owner or management company live within the metro area. This deters <br />absentee landlord issues. <br />2.Require that the owner provide the tenants with a handbook on what they are responsible for and <br />what the city does not allow per the city code. <br /> <br />Bennett noted that the City Council will be reviewing the ordinance and process on October 17, 2005 at <br />the work session. HRA member comments and recommended changes will be incorporated prior to the <br />work session and members were encouraged to attend. <br /> <br />2005 Proposed Fall Bus Tour (HF37) <br />c. <br /> <br />Executive Director Bennett provided possible dates for an HRA sponsored fall bus tour in October. The <br />last HRA bus tour was in 2003 and now the HRA has many projects that they are responsible for that they <br />can visit on the tour as well as other current development projects and housing renovations. <br /> <br />After discussion, the HRA decided to wait until early spring to hold the bus tour. Staff will prepare a virtual <br />tour for the October meeting to profile many of the HRA projects in 2005. <br /> <br />Update on HRA Board Member Vacancy Process <br />d. <br /> <br />Executive Director Bennett noted that the Mayor and City Council are currently accepting applications for <br />a new HRA Board Member. The vacancy has been advertised and applications are being mailed to <br />interested residents. Application will be accepted until October 12th after which the Mayor and HRA Chair <br />will review the applications and select qualified applicants for interviews.
