City of Roseville - Housing & Redevelopment Authority Meeting Minutes for September 20, 2005Page 2 of 3 <br />Consider Housing Redesign Application – 900 Grandview Ave. W. (HF35) <br />a. <br /> <br />Executive Director Cathy Bennett explained the goals and purpose of the Housing Redesign and provided <br />a summary of the project and application at 900 Grandview Avenue W. She explained that the project met <br />the eligibility criteria for age of structure, pre renovation value of home, household size and expected <br />increase in value over 40%. Bennett presented pictures of the home prior to renovation as well as an <br />existing photo of the home in progress. The project has been reviewed by the Roseville Development <br />Review Committee (DRC) with recommended approval contingent upon the addition of a front entry or <br />front porch to blend the new and existing homes together. <br /> <br />Bennett illustrated pictures of the housing and garage before the addition. She noted that a new garage <br />will be added to the project and showed how the front of the home is near completion. The interior and <br />back of the home is still in progress. <br /> <br />Bennett explained that the owner was in the audience to comment on the DRC’s recommendation and <br />answer HRA member’s questions. Mr. Brent Huberty and Owen Polifka presented details on the home <br />and proposed sketches for a front entry/porch. Mr. Huberty explained the porch roof design issues to <br />make sure that water drains property and the two portions of the home blend together nicely. Mr. Huberty <br />noted that if approved by the HRA that he would schedule the front porch addition in the spring. <br /> <br />Member Kelsey asked what percentage of the project was complete (75%). She asked why the owner <br />applied for the program so late into the construction of the home. Mr. Huberty noted that he only became <br />aware of the program after the building permit was issued. Bennett explained that this is a good example <br />of how the program can make the project better and that Mr. Huberty has good documentation of the <br />home prior to the addition which is a requirement. <br /> <br />Member Bean asked what the total cost of the architect fees will be. ($4,500-$5,000). <br /> <br />Member Millasovich asked how much new space was added. (750 sq.ft. second level and 8 feet on the <br />first floor to the back of the home). <br /> <br />Both Member Bean and Chair Majerus noted the value of having a front porch and how that provides a <br />nice outdoor area for the family and to connect with the neighborhood. <br /> <br />Motion: Member Kelsey moved, seconded by Member Millasovich, to approve the Housing <br />Redesign Program Application for owners at 900 Grandview Ave in Roseville with the DRC’s <br />additional recommendations for a front entry and per the program requirements. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Information, Reports, and Other Business <br />9. <br /> <br />Update on 2006 Preliminary Levy Certification by Council (HF31) <br />a. <br /> <br />Executive Director Bennett reported that the City Council set the HRA preliminary levy at the requested <br />amount of $288,985 on a 4-1 vote with the majority of the Council supporting the establishment of a single <br />family rental licensing program in 2006. <br /> <br />Review of Proposed Rental Licensing Options (HF36) <br />b. <br /> <br />HRA staff provided a summary of a proposed ordinance that has been reviewed over the past several <br />years by the City Attorney and the codes staff. The summary provides the HRA will an introduction of the <br />process for rental licensing of rental homes up to 4 units which would include single family detached, <br />duplexes, triplexes and fourplexes in Roseville. The draft ordinance and process and procedure for a <br />program was prepared after review of several area city’s ordinance such as Shoreview, New Brighton, <br />Mounds View, Coon Rapids, Red Wing and St. Louis Park. The City Council is required to adopt an <br />ordinance and designate the HRA as the administrator of the program. As proposed, this would include <br />the HRA serving as the Appeals Board, providing a recommendation to the City Council on all appeals. <br />Any changes to the ordinance would need final approval from the City Council with a recommendation by <br />the HRA. <br /> <br />Executive Director noted that they are still working with the HRC on a contract proposal through the <br />Greater Metropolitan Housing Corporation (GMHC).
