City of Roseville - HRA Minutes for November 15, 2005Page 3 of 4 <br />Mr. Schaffner provided a history of CCHT, their core values and types of housing that they have <br />been part of in the metropolitan area. Ms. Ciganik outlined the need for affordable housing and how <br />CCHT has been able to successfully complete both quality new housing and renovation and <br />preservation of existing housing. Ms. Ciganik also provided a summary of the financing for affordable <br />housing. <br />Ms. Ciganik provided a summary of a prospective property (Har Mar Apts) they are looking to <br />acquire and renovate in Roseville and asked for the HRA’s feedback on their participation. <br />Chair Majerus thanked CCHT and opened it up to the Board for questions. <br />Member Maschka noted that he thinks it is very important to mix the affordability levels for a product <br />in Roseville. He thought that HarMar would be a great complex to renovate in Roseville and noted <br />that Roseville needs affordable quality rental in Roseville to match with the many service jobs in <br />Roseville. <br />Member Maschka also asked for a summary of the development that CCHT is doing in Chaska and <br />if it was a similar situation to what they are looking at in Roseville. Ms Ciganik noted that Chaska is a <br />new development with mixed incomes and Roseville Har Mar is existing but also proposing a mix of <br />incomes with possibly some new townhomes constructed on the site. This is very preliminary. <br />Discussion of Council Proposed Housing Moratorium <br />b. <br />Dennis Welsch provided a summary of the City Council discussion on a possible housing <br />moratorium and possible process if enacted. Staff was directed to prepare a moratorium ordinance <br />for Council consideration, with respect to Title 11 of City Code, related to subdivisions, plats, minor <br />subdivisions, platting procedures, preliminary plats and related issues for Council consideration on <br />November 28th. The purpose of moratorium (for up to 12 months) would be to a conduct study <br />reviewing the selected ordinances and policies related to lot size, density, neighborhood context, <br />retention of large lot open private space and other related issues. Staff will suggest that the Council <br />use its advisory bodies (Planning Commission, HRA, and Parks and Opens Space Commissions) to <br />assist in the information generation and policy reviews. In turn, if some new information or policy <br />should come from this work, it is likely that it will be incorporated into the City-Wide Comprehensive <br />Plan (“the Plan”) which must be updated by 2008. This is important to the HRA because the HRA <br />Housing Plan IS Chapter 6 of the Comprehensive Plan. <br />Member Maschka provided a history of what the City Council has considered over the past several <br />years and the issues that brought a possible moratorium discussion forward. He noted the <br />complexity of addressing subdivisions, flag lots while at the same time preserving open space and <br />the character of development in the community. He noted that the issues need to be studied and <br />was not clear if a moratorium was the most effective way to achieve this but that a process must be <br />established to review the issues. <br />Member Kelsey noted her concerns regarding a moratorium and that it would limit the possibility of <br />good projects, such as Applewood, from coming forward. She does not want the progressiveness of <br />the community to be stinted and that smaller lot development and new housing is housing for <br />families which is one of the key goals of the HRA and very important for the stability of the school <br />district as well. <br />Member Maschka understands the need to build in flexibility on new housing projects but would like <br />to see a better process for reviewing the implications of such developments on the existing <br />community. <br />Chair Majerus noted that he would like to see the community become involved in the discussion and <br />noted the power and success of the HRA neighborhood meetings. <br />Member Kelsey noted that she thinks it is an important issue to study but that the Council should <br />also be mindful of market conditions and a moratorium is not the best approach. She also asked <br />staff to get some data from the school district as to the reasons why some of the enrollment numbers <br />increased this year.
