City of Roseville - HRA Minutes for November 15, 2005Page 4 of 4 <br />Member Bean asked what the affect of a moratorium would be if the HRA has purchased 311 B? (It <br />would not have been able to be developed until moratorium was completed). <br />Chair Majerus and Member Maschka encouraged the HRA members to attend the work session on <br />November 21st where the issues will be discussed. <br />Review of 2006 HRA Work Plan <br />c. <br />Executive Director Bennett presented a draft work plan for 2006 for HRA discussion and comment. <br />Ms. Bennett noted that the work plan should be adopted in January 2006 to help provide direction <br />regarding focus for program management and implementation based upon budget resources and <br />HRA goals and objectives. The draft work plan is based upon the amended housing plan adopted by <br />the HRA in August of 2005 as well as budgeted resources projected for 2006 assuming that the City <br />Council adopts the requested HRA levy funds. <br />Board and Staff Reports <br />d. <br />Member Kelsey asked for an update on the Rental Licensing program. Executive Director noted that <br />a public hearing is set for November 28th Council meeting and that notices have been mailed to all <br />affected property owners as well as residents who attended the neighborhood meetings. In addition, <br />an RFP has been mailed to private inspectors for a proposal to provide inspection service for the <br />program.
