� Variances for driveways, set backs, and other lot dimension issues, which ha�e been �e subject of public <br />comment and/or ha�e had split votes from the Planning Commission after a Planning Commission public <br />hearing, will be placed on the Land Use portion of the City Council Agenda. <br />(5) Variances on which the Planning Commission held public hearings but, without public comment and ha�e a <br />unanimous recommendation of the Planning Commission, will be placed on the City Council Consent <br />Agenda, to be considered as generally routine in nature. <br />Rule 15 Seating of Council <br />The seating of the Council at the Council meetings will be rotated each month. <br />Rule 16 Consideration of Items not on the Agenda <br />An item not on the Agenda may be introduced and discussed on its merits. Before such an item <br />may be approved or denied, the Council must, by unanimous voice vote, agree to consider the <br />item. If a unanimous vote is made, a11 adopted Rules of Procedure, except Rule 13, sha11 apply. <br />Rule 17 Acting Mayor <br />The Acting Mayor shall be appointed in January each year. <br />The first Acting Mayor after adoption of this rule sha11 be the Council Member with the most time <br />of continuous service on the CounciL The position shall then be rotated among Council Members <br />based on time of continuous service. If two or more members have identical seniority, the <br />appointment shall be based on alphabetical order by last name. A Council Member may not serve <br />as Acting Mayor twice until all other Council Members have been Acting Mayor. <br />A Council Member may decline the appointment for good cause and maintain his/her place in the <br />rotation for appointment the following year. <br />4 <br />
