Regular City Council Meeting
Monday, March 03, 2008
Page 10
wised to exclude Item A, and add E, reading: "This Chapter does not apply to
conduct of any underage person specifically authorized by his or her parent(s)
while present in the parent's(s) household or when the underage person and his or
her parent(s) are guests in the household of another. Note: Eliminate references to
parent(s), indicating households where there may be only one parent).
Councilmember Pust opined her support for the revised language suggested by
Mayor Klausing; noting that the intent in drafting the ordinance was to strike a
balance that would not interfere with private decisions of families, but to ensure
that adults made decisions for the community's youth that were appropriate.
Councilmember Ihlan expressed concern with the process, and that she hadn't
been able to review the proposed new language, as it had been presented as a
bench handout, and didn't allow her adequate time to consider its ramifications,
while appearing to be appropriate. Councilmember Ihlan advised that she only
received one public comment, and that it had been favorable to the ordinance.
Pust moved, Roe seconded, enactment of Ordinance No. 1360 entitled, "An Ordi-
nance Adding Chapter 509: Social Hosting to Title 5;" with Section 509.05
amended as follows:
^ Add E, reading: "This Chapter does not apply to conduct of any underage per-
son specifically authorized by his or her parent(s) while present in the par-
ent's(s) household or when the underage person and his or her parent(s) are
guests in the household of another. Note: Eliminate references to parent(s),
indicating households where there may be only one parent).
Councilmember Pust spoke in support of the motion; opining that the proposed
revision was not extensive; and further opining that sufficient opportunity for
public input had been provided, and if through practice, changes were indicated in
the ordinance, those changes could be applied as applicable and similar to other
