Regular City Council Meeting <br />Monday, April 14, 2008 <br />Page 11 <br />viding educational opportunities for the community at large to make Roseville a <br />better community; and suggested that the HRC steer away from language indicat- <br />ing "training" and concentrate on more conversational terms, such as "Workshop" <br />similar to that done in the Grand Rapids model. <br />Commissioner Venters addressed Police Department training budgetary and tim- <br />ing concerns, and preferred POST Board training credits; and his preference that <br />other agencies or groups provide the training, rather than the HRC dictating pre- <br />ferred behavior modifications for citizens and/or staff; and noted the significant <br />amount of time spent by the HRC in developing training foci. <br />Councilmember Ihlan opined that the HRC had done good work on this issue, and <br />concurred with Councilmember Roe's comments of the scope of duties of the <br />HRC; and the need for different approaches based on the type of audience; and <br />how to reach different groups in the community. Councilmember Ihlan spoke in <br />support of those discussions and initiatives moving forward. <br />City Manager Malinen further detailed the on-line training for employees on di- <br />versity, harassment and customer service; as providing a starting point and ad- <br />dressing acost-effective way to provide training to all employees and meeting <br />their various schedules and time demands; with further expansion of that training <br />in cooperation with the HRC as applicable. <br />Councilmember Ihlan spoke in support of the Grand Rapids Workshop model to <br />supplement the baseline on-line training for staff, as well as involving the com- <br />munity. <br />Commissioner Venters noted that it was the HRC's hope to have the Police De- <br />partment training (i.e., Grand Rapids model) open to other peer communities and <br />agencies. <br />Councilmember Roe concurred with suggestions for School District and the <br />League of Women Voters as great resources for contacts; advisors; and potential <br />presenters, or knowledge of presenters that could make the HRC's work easier. <br />Commissioner Venters addressed the HRC's proposed ordinance in an effort to <br />protect tenants and prospective tenants of rentals, based on a State of California <br />law model; and the HRC's rationale for the proposed ordinance. Commissioner <br />Venters addressed the goals of the Imagine Roseville 2025 visioning process in <br />making the City of Roseville more welcoming; the unprotected class of immigra- <br />tion status; and several complaints heard within the community on perceived in- <br />timidation during background checks for tenants and concerns that the investiga- <br />tion included other information (i.e., green card status). <br />
