Regular City Council Meeting <br />Monday, April 14, 2008 <br />Page 13 <br />with the intricacies of the proposed ordinance, City law, and immigration law. <br />Commissioner Venters opined his preference to rebut the last line of the City At- <br />torney's letter, and the City Attorney's recommendation not to pursue the ordi- <br />nance, while addressing some of the important issues brought up by the City At- <br />torney. <br />Councilmember Pust advised that she wouldn't want the HRC to rebut the City <br />Attorney, nor was she in a position to make choices between the HRC and the <br />City's legal counsel <br />Commissioner Venters reworded his request that the HRC work with the City At- <br />torney on ways to mitigate those concerns and see where those discussions led; <br />whether to drop the proposed ordinance, or seek a City Council vote. <br />Councilmember Roe noted that his primary concern, at a minimum and prior to <br />further discussion or consideration, would be for the HRC to provide more re- <br />search to determine other experiences with such legislation. <br />Councilmember Ihlan opined that, just because the proposed ordinance is some- <br />thing new didn't present a reason not to consider it; referencing the recently <br />adopted "social hosting" ordinance. Councilmember Ihlan spoke in support of <br />moving forward, following additional research, analysis and legal opinions; a re- <br />view of other cities and/or states with similar legislation; with it brought back to <br />the City Council for a policy decision. <br />Councilmember Pust suggested contact with the City's legislative delegation for <br />their comments and views; and whether the State was considering such legisla- <br />tion. <br />Commissioner Venters advised that he'd already spoken with Senator Marty and <br />Rep. Greiling, who appeared interested at a state level. <br />Commissioner Marie Oftelie -Welcoming Center for Roseville <br />Commissioner Oftelie noted attendance by Commissioner McKenzie and her at <br />the recent State Human Rights Day, providing information and activities of other <br />HRC's and Cities. Commissioner Oftelie highlighted a program from the City of <br />Austin and their "Welcome Center" and parallels between the City of Austin and <br />the City of Roseville. <br />Discussion included corporate sponsorship opportunities; interest of a potential <br />HRC subcommittee in a "field trip" to Austin to gain additional information, ob- <br />jectives, benefits of their program; information available on the City of Austin's <br />website and link to the Welcome Center; and further conversations to find their <br />successes and how such a program could be adapted to the City of Roseville. <br />
