Regular City Council Meeting <br />Monday, Apri114, 2008 <br />Page 17 <br />and Agreement to redevelop 1201 - 1211, and 1215 Larpenteur Avenue into <br />a Rainbow Foods Grocery Store (PF08-005) <br />Mayor Klausing noted that this item had been continued from the last meeting, al- <br />lowing staff to provide additional and supplemental information. <br />City Planner Thomas Paschke reviewed supplemental or revised information from <br />the previous presentation, including parking requirements for the proposed rede- <br />velopment project; verification of various design elements; and modification of <br />the PUD Agreement to ensure all necessary conditions of approval were in place. <br />Mr. Paschke advised that staff's report dated April 14, 2008 provided a detailed <br />analysis of those modified plans and conditions of approval, all of which met or <br />achieved staff requests, with documents included as part of the PUD agreement <br />approval to achieve that compliance. <br />Mr. Paschke advised that staff recommended approval of the Final Development <br />Plan -Planned Unit Development and Agreement. <br />Councilmember Ihlan addressed various conditions of approval detailed in staff's <br />conditions, seeking clarification whether any had not yet been met. <br />Mr. Paschke advised that, with the exception of the Public Works division and <br />pending resolution of the Gottfried Pit drainage situation, staff was continuing to <br />reach agreement at the earliest date possible, with both the PUD and the project <br />supporting such resolution. <br />Councilmember Ihlan questioned whether any less parking was in the current <br />plan, expressing ongoing concern about the "sea of asphalt" representing the park- <br />ing lot. <br />Mr. Paschke advised that the current development was under-parked according to <br />City Code, with 170 fewer stalls than the current use and configuration. <br />Councilmember Ihlan questioned if the parking lot was any smaller than that pro- <br />posed at the last meeting; and whether there was any landscaping included in the <br />pedestrian walkway in the center of the site. <br />Mr. Paschke advised that the parking lot was no smaller than previously pro- <br />posed; and advised that the interior pathway was raised, but did not include land- <br />scaping. <br />Applicant representative, Dan Farrel, Vice President of Real Estate for <br />Roundy's <br />Mr. Farrel advised that the applicant had made several minor alterations from <br />their previously submitted plan: Eliminated 11 parking stalls to react to public <br />concern, with six removed to facilitate the pedestrian walkway and to avoid inter- <br />
