Mr. Farrel advised that modifi- <br />cations to widen the boulevard to nine feet allowed the green space calculations to <br />exceed City standards by 40%. <br />Mr. Farrel advised that he and his development team were available to address <br />any comments or questions of the City Council and/or public. <br />While Mayor Klausing called for public comment at this time, no one appeared to <br />speak. <br />Councilmember Roe questioned whether the timing of the construction of the <br />Farmers Market area was being delayed for resolution of the Gottfried Pit issue; <br />and whether that needed to be addressed in the PUD. <br />City Engineer Debra Bloom advised that staff had just received an update and en- <br />gineer's estimate on overall stormwater reduction from the site and in the area and <br />was in the process of analyzing that data. Ms. Bloom expressed staff's apprecia- <br />tion to Rainbow in cooperating with the City to reducing drainage issues; and that <br />redevelopment of the front area was involved in those discussions, and was based <br />on soil conditions and infiltration options. Ms. Bloom also noted that she was not <br />in support of delaying the construction or tying approval conditions on the storm- <br />water aspect, recognizing the developer's market-driven needs and considerations. <br />Discussion ensued on identifying a date for completion of the Farmers Market <br />portion of the project based on drainage issues for the City and market and con- <br />struction season considerations of the developer; and what changes would be sig- <br />nificant enough to require the applicant to seek PUD Amendment through the <br />Planning Commission and City Council approval process. <br />Mayor Klausing opined that such a condition for approval was not a major con- <br />cern for him; further opining that removal of the vacant building (Caesar's Pizza) <br />and parking lot improvements were more vital. <br />Councilmember Ihlan suggested that a reasonable amount of time be allowed; but <br />opined that the PUD Agreement specifically address a reasonable completion of <br />the Farmer's Market portion, and not be eliminated from conditions of approval; <br />and expressed her unwillingness to sign off on the PUD Agreement and Final <br />PUD without addressing that condition. <br />Community Development Director Patrick Trudgeon clarified that study of the <br />drainage situation should be reviewed from a perspective that was realistic to <br />market needs, building seasons and priorities; with construction of the Farmers <br />Market portion probably not being completed unti12009; allowing sufficient time <br />for the drainage issue to be resolved cooperatively. <br />
