Code Enforcement Report <br />Community Development Director Patrick Trudgeon introduced the updated pol- <br />icy, procedure and ordinance changes recommended by staff for implementation <br />of all Code Enforcement enhancement options discussed at a City Council meet- <br />ing in February, detailed in the staff report dated April 14, 2008. <br />Code Enforcement Officer Don Munson reviewed specifics of the 10 options with <br />various attachments representing samples and/or defined policy and/or ordinance <br />changes and related financial impacts of each option. <br />Following staffs presentation, discussion among Councilmembers and staff in- <br />cluded procedural and financial participation of the Housing and Redevelopment <br />Authority (HRA) in various aspects of options, yet to be presented to the HRA; <br />estimated costs for implementing each option, and overall financial impacts; des- <br />ignation of an appropriate hearing officer and whether that should be a City em- <br />ployee or other designee; the existing and proposed abatement process; effective- <br />ness and time consumption nature of the administrative ticket process; impacts <br />with proposed ordinance language on administrative fees currently charged by the <br />fire and/or Police Departments and differentiation for land use issues under State <br />Statute; and staff s intent of proposed municipal legislation. <br />Councilmember Pust, while not supportive of the proposed language presented at <br />this time, commended staff on their detailed analysis and proposal. Areas of con- <br />cern that she requested additional research and information included further re- <br />finement of mandatory administrative offences; favored fines for repeat offenders; <br />identification of a hearing officer and whether an employee would be appropriate; <br />possible availability for portions of the program from HRA funds; the possibility <br />of the HRA serving in a greater capacity as the hearing body; support for the <br />Neighborhood Enhancement Program as recommended by staff, with the HRA al- <br />ready discussing such a program; further information on the technology required <br />for implementation; and designation of programs for the entire community, not <br />exclusive to the senior citizen population. The Councilmember again thanked <br />staff for their work on this issue. <br />Councilmember Ihlan clarified with revenue sources to off-set the program, and <br />how dependable those generated fines would be (i.e., related to additional staff- <br />ing); expressing her overall support of the program, including supporting the op- <br />tion of administrative tickets with enforcement capabilities, but not supportive of <br />a sole abatement process; and her past and ongoing support for staff and the <br />Prosecuting Attorney having discretion for court citations.
